Legal Counsel for Utility Regulation

Position Overview:
The mission of the Legal Division is to deliver exceptional legal representation to the Corporation Commission in executing its responsibilities. The scope of work encompasses Commission dockets, federal regulatory matters, litigation, and various administrative and special projects.
As a member of the Corporation Commission's Legal Division, you will engage in one of the most intriguing and demanding legal roles within state government. The Commission operates as the "fourth branch of Arizona government," possessing a unique blend of legislative, executive, and judicial authority. In this capacity, you will advocate for the Utilities Division in overseeing public utilities throughout Arizona, affecting millions of residents statewide.
Key Responsibilities:
- Review utility applications concerning service and rate matters.
- Conduct thorough research and draft legal documents.
- Collaborate with external legal counsel.
- Analyze financial, engineering, and accounting issues related to public utilities.
- Present evidence at administrative hearings, including direct and cross-examination of witnesses.
- Represent the Commission in trial court litigation and prepare appeals.
- Advise agency staff and elected Commissioners on utility ratemaking policies and legal implications of Commission decisions.
Our attorneys are responsible for managing their cases from start to finish, and in larger matters, they work collaboratively within teams. You are expected to actively engage in your cases and apply a diverse range of legal skills.
Required Qualifications:
- Juris Doctor degree and active membership in the Arizona State Bar.
- In-depth knowledge of Arizona and federal constitutional provisions, statutes, case law, and regulations pertaining to utility regulation.
- Experience in civil litigation or similar contested legal proceedings.
- Commitment to public service.
- Familiarity with litigation rules, administrative law, and public meeting regulations.
- Strong legal research and writing capabilities.
- Proficient in oral advocacy across various settings.
- Awareness of political sensitivities when engaging with elected officials and external stakeholders.
- Experience with federal and/or state regulatory programs is advantageous.
- Ability to foster positive relationships within the Division and with staff at all levels.
- Strong analytical skills.
- Experience in utilities and energy sectors is a plus.
