Position Overview
This opportunity is with the State of Louisiana, specifically within the Louisiana Legislative Auditor's office.

Role Summary
The LLA is on the lookout for qualified candidates to fill Senior Auditor roles in our Investigative Audit Section. Our Investigative Senior Auditors are adept professionals with a comprehensive understanding of accounting principles and investigative techniques.

Moreover, these auditors are expected to demonstrate leadership capabilities, sound professional judgment, and advanced communication and organizational skills.

Investigative Senior Auditors typically operate independently on assignments while receiving direct oversight from Investigative Audit Managers and/or the Executive Counsel/Assistant Legislative Auditor for Investigations.

Key Responsibilities
Investigative Auditors are primarily tasked with examining allegations of fraud, waste, and misuse of public funds and resources.

Additional responsibilities may include conducting background checks for appointees or temporary assignments in other service areas within the LLA.

Compensation
The starting salary for an Investigative Senior I Auditor is $64,150, while the Investigative Senior II Auditor position starts at $76,230.

Work Flexibility
Willingness to travel within Louisiana on short notice is required.
Overnight travel may be necessary up to 30% of the time.
Availability for overtime work may also be required.

Experience Requirements
Investigative Senior II Auditor:
- Minimum of three years of investigative auditing experience, or
- Five years of professional experience in a related field.

Investigative Senior I Auditor:
- Minimum of two years of investigative auditing experience, or
- Three years of professional experience in a related field.

Educational Requirements
- Certification as a Certified Public Accountant, or
- An advanced degree from an accredited institution with at least 15 semester hours in accounting.

Supervision Structure
An Investigative Senior Auditor I operates independently on assignments while receiving direct supervision from an Investigative Senior Auditor II, Investigative Audit Manager, or the Executive Counsel/Assistant Legislative Auditor for Investigations.

Position Distinctions
The Investigative Senior Auditor I role is distinguished from the Investigative Staff Auditor II position by the responsibility for leading investigations and/or supervising staff auditors, as well as conducting more complex inquiries into the legitimacy of transactions involving public funds, officials, and employees, often in sensitive environments.

This position also differs from the Investigative Senior Auditor II role by the absence of responsibility for leading complex investigations or supervising multiple staff auditors, as well as having less advanced knowledge of accounting practices and investigative methods, while receiving more direct supervision.

However, an Investigative Senior Auditor I is expected to assume the role of lead auditor for complex investigations when necessary.

Performance Expectations
Evidence and Documentation:
- Understand the types of evidence required.

- Collect and secure both digital and physical documents and evidence that will substantiate or refute complaints, following established procedures.

- Document the source of all evidence at the time of collection.

- Prepare work papers, including interview reports, in a timely and accurate manner according to established practices.

- Ensure documentation is well-organized, logical, concise, and clearly written, with proper grammar and spelling.

- Record complaints of fraud, waste, and abuse received from the public for inclusion in the complaint database.

Communication:
- Conduct effective interviews with auditees, understanding the topics to be discussed and conducting appropriate background checks.

- Use a professional demeanor to build rapport with interviewees.

- Understand legal implications related to interviews and individuals' rights.

- Effectively lead or participate in team meetings.

- Keep management informed of relevant information and the progress of investigations.

- Prepare draft findings based on work performed and evidence collected, detailing the investigation, findings, and recommendations sufficient to support legal proceedings.

- Testify at court proceedings and legislative hearings as required.

Project Management:
- Organize project plans and workflows logically and efficiently to meet deadlines and budget constraints.
- Implement procedures throughout projects to effectively address objectives and work plans.
- Research applicable state, federal, and local laws, rules, regulations, and ordinances, including reviewing Attorney General Opinions and internal legal opinions.

- Identify methods used by alleged fraudsters and quantify damages caused to agencies and others; evaluate root causes of internal control failures; and recommend remedies for those failures.

- Collaborate effectively as part of a team.

- Utilize computer software efficiently to complete assignments.


Job Duties & Responsibilities
An Investigative Senior Auditor I will generally be assigned to investigate allegations of fraud, waste, and misuse of public funds and resources.

However, other projects or duties may be assigned, such as conducting background checks for appointees or temporary assignments in other service areas within the LLA.
