Position Summary:

As a Purchasing Estimator, you will be responsible for preparing and coordinating comprehensive estimate packages for all scopes of work performed by subcontractors and material suppliers related to transportation projects across various regions. You will face a diverse range of conventional and innovative contracting pursuits, from straightforward highway rehabilitation to some of the most intricate mega-projects in the area.

Key Responsibilities:
  • Examine project documentation and specifications to ascertain the scope and necessary components of estimates.
  • Request pricing for materials and subcontracting services tailored to project requirements.
  • Evaluate and standardize quotes, inputting pricing into estimating software.
  • Maintain accurate records and documentation for estimating cost models, including historical pricing from subcontractors and suppliers.
  • Collaborate with estimating personnel to ensure comprehensive bid scope coverage.
  • Identify potential risks and formulate strategies to mitigate them.
  • Recognize Value Engineering opportunities to enhance competitive positioning.
  • Assist in drafting and reviewing subcontracts and purchase orders for new projects.
  • Coordinate with project operations to address issues, ensure construction quality, and adhere to project timelines.
  • Develop strategies to meet project diversity objectives and implement plans for each bidding process.
  • Engage in outreach efforts to promote diversity participation and maintain documentation of good faith efforts.
  • Foster and sustain positive relationships with vendors and industry partners.
  • Participate in industry events and engagements with owners and contractors.
  • Complete additional tasks as directed by supervisors.
Qualifications:
  • A degree in Civil Engineering, Industrial Management, or a related field is preferred but not mandatory.
  • Experience in estimating, engineering, or procurement roles within heavy civil construction projects is advantageous.
  • Familiarity with HCSS Heavy Bid Estimating Software is preferred.
Skills and Competencies:
  • Ability to interpret and navigate engineering documents and construction plans.
  • Knowledge of construction and material specifications and standards is essential.
  • Understanding of construction contracts and terminology is a plus.
  • Proficiency in Microsoft Office applications.
  • Strong communication and interpersonal skills are required.
