Primary Purpose

The Treasury & Investment Specialist II operates under the guidance of the Manager, Investments, executing moderately complex financial tasks that require increasing levels of independent judgment in a fast-paced and deadline-oriented environment.

Key Responsibilities

1. Validate, analyze, and reconcile information from diverse sources (such as daily cash reports, client agreements, and bond covenants) to the investment system and various other applications/databases.

2. Oversee various financial operations, including disbursements, receipts, investments, and collateral management.

3. Facilitate the acquisition and disposition of securities in conjunction with the accounts payable disbursement process.

4. Coordinate the investment and liquidation of funds related to financing activities, initiating wire transfers to move funds between Authority accounts.

5. Conduct moderately complex financial calculations and analyses.

6. Record and/or review investment transactions from multiple sources into various internal systems/applications, ensuring data integrity and accuracy.

7. Collaborate with employees, clients, trustees, and service providers to investigate and resolve conflicts and issues of moderate complexity.

8. Prepare monthly restricted fund reinvestment instructions for trustee banks.

9. Create and maintain various schedules, reports, spreadsheets, databases, and files of moderate complexity, utilizing advanced computer application skills.

10. Generate reports using systems such as JDE, Sungard, Bloomberg, or other applications.

11. Import and export data among internal and external applications, ensuring accuracy of information.

12. Assist in the upkeep of investment systems, including record setup and maintenance, scheduling of periodic processes, and troubleshooting.

13. Prepare quarterly monitoring reports for managerial review.

14. Support the evaluation of broker-dealer and service provider performance.

15. Aid in the development and maintenance of the Bloomberg trading system, including report setup and troubleshooting.

16. Assist with annual audit tasks, including preparation and review of schedules, special calculations, and drafting year-end journal entries.

17. Ensure compliance with federal and state regulations, financial standards, and Authority policies.

Additional Responsibilities

May involve training and evaluating employees, documenting and implementing procedures, and assisting with internal controls.

Regular attendance in accordance with established policies is required.

Minimum Qualifications

Bachelor's degree plus two years of relevant experience, or an Associate's degree plus four years of relevant experience, or a high school diploma or equivalent plus six years of relevant experience.

Preferred Qualifications

Bachelor's degree in accounting, finance, business administration, or a related field, with two years of experience in the Investments Unit, or a Bachelor's degree with three years of professional experience in accounting, finance, or business.

Practical experience with fixed income investments and electronic transfers is advantageous.

Strong mathematical skills, organizational abilities, and proficiency in PC applications such as Outlook, Excel, Word, and Access are essential.

Excellent oral and written communication skills are required.
