Primary Purpose:

Under the general supervision of the Manager, Investments, the Treasury & Investment Specialist II undertakes moderately complex financial responsibilities characterized by the increasing application of independent judgment within a dynamic and deadline-oriented environment.

Key Responsibilities:

1. Verify, analyze, and reconcile data from diverse sources (daily cash reports, client agreements, bond covenants, etc.) to the investment system and various other applications/databases.

2. Monitor a range of financial activities, including disbursements, receipts, investments, and collateral management.

3. Assist in the purchase and sale of securities in conjunction with the accounts payable disbursement process.

4. Coordinate the investment and liquidation of funds associated with financing activities, and initiate wire transfers to manage funds between accounts.

5. Perform financial calculations and analyses of moderate complexity.

6. Record and review investment transactions from various sources into internal systems/applications, ensuring accuracy and resolving issues as they arise.

7. Collaborate with employees, clients, trustees, and providers to research and resolve conflicts and issues of moderate complexity.

8. Prepare monthly restricted fund reinvestment instructions for trustee banks.

9. Create and maintain various schedules, reports, spreadsheets, databases, and files requiring advanced computer application skills.

10. Generate reports using JDE, Sungard, Bloomberg, or other systems applications.

11. Assist in ensuring the accuracy of information processed through various systems applications.

12. Support the maintenance of investment systems, including record setup, periodic process scheduling, and troubleshooting.

13. Prepare quarterly monitoring reports for managerial review.

14. Assist in evaluating broker-dealer and service provider performance.

15. Contribute to the development and maintenance of the Bloomberg trading system.

16. Aid in the preparation of management reports and schedules of moderate complexity.

17. Participate in tasks related to the annual audit, including schedule preparation and review, special calculations, and drafting journal entries.

18. Ensure compliance with federal and state laws, financial standards, and organizational policies.

Additional Responsibilities:

May involve training and evaluating employees, assisting with documentation and implementation of procedures, and undertaking special assignments as directed.

Minimum Qualifications:

Bachelor's degree plus two years of relevant experience, or an Associate's degree plus four years of relevant experience, or a high school diploma plus six years of relevant experience.

Preferred Qualifications:

Bachelor's degree in accounting, finance, business administration, or a related field, along with two years of experience in the Investments Unit or three years of professional experience in accounting or finance.

Demonstrated proficiency in fixed income investments, electronic transfers, and basic accounting principles.

Strong mathematical skills, organizational abilities, and capacity to prioritize tasks in a fast-paced environment.

Excellent attention to detail, analytical skills, and proficiency in PC applications such as Outlook, Excel, Word, and Access.

Outstanding oral and written communication skills.
