Historic Preservation Specialist

Job Summary:
Serco North America is seeking a skilled Historic Preservation Specialist to support the Federal Emergency Management Agency's (FEMA) Public Assistance recovery initiatives in Zone 2 across the Midwest. As a key member of our team, you will play a critical role in ensuring that proposed project actions comply with environmental, floodplain, and historic preservation laws, regulations, and executive orders.
Key Responsibilities:
- Conduct site inspections to ensure compliance with environmental, floodplain, and historic preservation laws, regulations, and executive orders.
- Conduct environmental assessments and environmental impact statements.
- Review and analyze professional architectural/engineering reports and designs or as-built plans.
- Thoroughly document analyses in writing.
- Develop scopes of work, including related code and standard requirements.
- Validate applicant-provided scopes of work, including related code and standard requirements.
- Develop and review cost estimates.
- Advise FEMA staff on the technical validity of claims presented under FEMA's arbitration process.
- Testify as an expert witness on FEMA's behalf in arbitration hearings.
Qualifications:
- Bachelor's Degree in architecture plus one of the following:
- At least one year of graduate study in architectural preservation, American architectural history, preservation planning, or closely related field.
- At least one year of full-time professional experience on historic preservation projects.
- 5 years of experience in a related field.
- Archiect Registration Examination (ARE) and/or National Council of Architectural Registration Boards (NCARB).
- 1-2 years of experience in Historic Architecture related site inspections of Large Commercial Construction infrastructures.
- 1-2 years of experience in Historic Architecture related site inspections in any of the following eligible types of work: Restoration of Roads, Bridges, Water control Facilities, Buildings, Equipment, Utilities, Debris Removal, Schools, Churches, Parks, and recreation centers.
- The ability to obtain and maintain a FEMA Public Trust.
- A United States Citizenship.
- The ability to maintain FEMA specific trainings.
- Microsoft Office skills.
- The ability to deploy to any location in zone 2 with a 24–48-hour notice after Task Order Award.
- The ability to go on 6–12-month deployments at a minimum.
- Experience and comfortability using a Smart Phone.
- The ability to work independently, in a team environment, and under stressful conditions with tight deadlines.
Additional Desired Experience and Skills:
- 2 years minimum of prior Federal Emergency Management Agency (FEMA) Public Assistance (PA) experience.
- Experience managing Site Inspectors.
- Knowledge of the FEMA Public Assistance Program/Policy.
- Trained in the new Public Assistance delivery model is preferred.
- Active FEMA badge.
