Summary

The County Engineer acts as the key point of contact with engineering design firms, construction teams, and local governments. This role involves providing expert technical advice to department heads and overseeing the management of professional design firms engaged in various mechanical, electrical, and plumbing (MEP) projects under the Capital Improvement Program (CIP) related to the buildings owned and operated by the County of Delaware.

Qualifications

Essential Qualifications:
  • A professional degree in mechanical, electrical, or a relevant engineering discipline is mandatory.
  • A valid Professional Engineer registration in Mechanical, Electrical, or Plumbing specialties is required.
  • 7-10 years of pertinent MEP experience is essential.
  • Comprehensive understanding of building codes and standards.
  • Familiarity with terminology, symbols, and sources of mechanical, electrical, and plumbing engineering drafting and design information related to building construction.
  • Ability to interpret architectural and engineering plans and specifications.
  • Proficiency in reading and interpreting construction drawings and associated operation and maintenance materials.
  • Experience with design and rendering software is advantageous.
  • Capacity to work independently and collaboratively in a team environment, prioritize tasks, manage multiple responsibilities, meet deadlines, and adapt to changing circumstances.
  • Strong presentation skills for public meetings.
  • Excellent interpersonal and communication skills, with a keen attention to detail.
  • Demonstrated ability to engage with a culturally diverse population.
  • Proven negotiation skills.
  • Strong visual awareness and attention to detail.
  • Ability to organize complex projects, meet critical deadlines, and take primary responsibility for task completion.
  • Strong organizational and problem-solving skills.
  • Extensive customer service experience.
  • Ability to identify issues and escalate them to the appropriate personnel.
  • A valid driver's license is required.
  • Willingness to travel throughout the County and navigate buildings and construction sites as necessary.
Preferred Skills, Knowledge & Experience:
  • Experience working with municipal agencies.
  • Cross-training in architecture is a plus.
  • Good understanding of design principles, mathematics, and construction industry practices for solving mechanical, electrical, and plumbing engineering challenges.
  • Knowledge of green building rating systems.
  • Ability to adhere to office protocols.
  • Capability to manage and resolve recurring issues.
  • Focus on daily operations.
  • Familiarity with Delaware County is advantageous.
Computer Skills:

To perform this role effectively, an individual should possess:
  • Intermediate skills in Word.
  • Intermediate skills in Excel.
  • Intermediate skills in Outlook (Email and Calendar).
  • Advanced internet research skills.
  • Proficiency in building management systems software.
  • Experience with asset management software.
  • Familiarity with project management software.
Additional Information

Physical Demands:

While executing the responsibilities of this position, the employee is frequently required to stand, walk, sit, drive to various locations, and communicate effectively. Occasionally, the role may require reaching above shoulder height, kneeling, stooping, crouching, climbing stairs, and working in environments with elevated noise levels. A keen sense of hearing and a strong sense of smell are necessary for this position.

Work Environment:
  • The typical noise level in the work environment is moderate.
  • Work is primarily conducted indoors in both office and mechanical/utility areas.
  • Some outdoor observation of conditions or ongoing work may be required.
  • Ability to climb and work in high, precarious locations (e.g., roof inspections).

  • Willingness to work extended hours when necessary.
  • On-call responsibilities for emergency response are required.
