The Engineering Technician IV will deliver construction quality assurance and project management support across various sites within the NAVFAC Washington Area of Responsibility, executing a range of tasks and services.

Key Responsibilities
  • Develop mechanical engineering statements of work.
  • Plan and implement projects using both Design-Bid-Build and Design Build methodologies.
  • Estimate scopes of work for design and construction efforts.
  • Address contractor submissions and requests for information (RFIs).
  • Demonstrate design and technical proficiency in creating comprehensive Statements of Work, including drawings and specifications for new and renovation projects.
  • Ensure the professional quality, technical accuracy, and coordination of all designs, drawings, specifications, and services provided by the Contractor under this contract.
  • Collaborate as a team member on assigned construction projects.
  • Act as a representative of the FEAD/ROICC at construction sites, overseeing contractor quality control to ensure high-quality work.
  • Assist Construction Managers in the coordination and execution of projects.
  • Participate in all construction and quality control meetings.
  • Monitor and promptly report any safety violations to the Project Superintendent or QC Manager and Government Staff.
  • Notify the Government Construction Manager and FEAD/ROICC of any unresolved hazardous working conditions or ongoing safety issues.
  • Immediately report all accidents to the Construction Manager, FEAD/ROICC office, and Contracting Officers.
  • Review construction plans and specifications thoroughly.
  • Possess a comprehensive understanding of construction contract requirements for each definable feature of work, recommending changes or corrective actions as necessary.
  • Inform CM and KO of any situations that may lead to construction contract disputes, modifications, or necessitate a stop work order.
  • Conduct investigations, inspections, and quality assurance of the construction contract/CQC system, coordinating the resolution of technical issues.
  • Prepare daily inspection reports for site visits and QA activities.
  • Provide written feedback to the CM regarding the construction contractor's performance at the project's conclusion, detailing schedule adherence, quality, and overall effectiveness.
  • Perform other assigned duties as required.
Qualifications
  • High school diploma or GED is required.
  • Minimum of 5 years of specialized experience in mechanical and plumbing schematic design, design development, and evaluation of commercial, industrial, and healthcare facilities.
  • Intermediate proficiency in office automation software, such as MS Office 2007 or higher, and other office information database software.
  • Possession of a Secret Clearance.

Knowledge, Skills, and Abilities:

  • Familiarity with quality control inspection tools, techniques, and methodologies.
  • Design and technical expertise in developing complete Statements of Work, including drawings and specifications for new and renovation projects.
  • Extensive technical knowledge and practical experience as a Mechanical Engineering Technician.
  • Understanding of construction technology principles and industry practices.
  • Knowledge of applicable Codes and Industry Standards.
  • Familiarity with EM, US Army Corps of Engineers (USACE), and Safety and Health Requirements Manual.
  • Ability to prepare cost estimates and assist in change order negotiations as needed.
  • Effective communication skills for oral and written presentations.
  • Capability to take measurements and assess construction progress.
  • Ability to interpret plans and specifications accurately.
