Location: Washington, DC

The Engineering Technician IV will be tasked with providing construction quality assurance and project management support across various locations within the NAVFAC Washington Area of Responsibility, executing a range of essential tasks.

Key Responsibilities
  • Develop mechanical engineering statements of work.
  • Plan and implement projects utilizing both Design-Bid-Build and Design Build methodologies.
  • Estimate scopes of work for design and construction efforts.
  • Address contractor submissions and requests for information (RFIs).
  • Ensure technical accuracy and professional quality in the development of comprehensive Statements of Work, including drawings and specifications for new and renovation projects.
  • Oversee the coordination and quality of all designs, drawings, specifications, and services provided by the contractor.
  • Act as a collaborative team member on assigned construction projects.
  • Represent the FEAD/ROICC at construction sites, monitoring contractor quality control to ensure high standards of workmanship.
  • Assist Construction Managers in the coordination and execution of projects.
  • Participate in all construction and quality control meetings.
  • Monitor and report safety violations to the Project Superintendent or QC Manager and Government Staff promptly.
  • Notify the Government Construction Manager and FEAD/ROICC of any unresolved hazardous working conditions.
  • Immediately report all accidents to the Construction Manager, FEAD/ROICC office, and Contracting Officers.
  • Review construction plans and specifications thoroughly.
  • Maintain a comprehensive understanding of construction contract requirements and recommend necessary changes or corrective actions.
  • Inform CM and KO of any potential issues that may lead to contract disputes or require work stoppages.
  • Conduct quality assurance inspections of the construction contract/CQC system and coordinate solutions to technical challenges.
  • Prepare daily inspection reports during site visits and QA activities.
  • Provide performance evaluations of the construction contractor at project completion, detailing schedule adherence, quality, and overall effectiveness.
  • Perform additional duties as assigned.
Qualifications
  • High school diploma or GED is required.
  • Minimum of 5 years of specialized experience in mechanical and plumbing schematic design, including evaluation of commercial, industrial, and healthcare facilities.
  • Intermediate proficiency in office automation software, such as MS Office 2007 or higher.
  • Possession of a Secret Clearance is mandatory.

Knowledge, Skills, and Abilities:

  • Familiarity with quality control inspection tools, techniques, and methodologies.
  • Technical competence in developing complete Statements of Work, including drawings and specifications for new and renovation projects.
  • Extensive knowledge and practical experience as a Mechanical Engineering Technician.
  • Understanding of construction technology principles and industry practices.
  • Familiarity with applicable Codes and Industry Standards.
  • Knowledge of EM, US Army Corps of Engineers (USACE), and Safety and Health Requirements Manual.
  • Ability to prepare cost estimates and assist in change order negotiations.
  • Effective communication skills, both oral and written.
  • Capability to take measurements and assess construction progress.
  • Ability to interpret plans and specifications accurately.
