Job Summary

We are seeking a highly skilled Commissioning Manager to join our team at Westinghouse Electric Company. As a key member of our renewable power commissioning team, you will be responsible for ensuring the successful execution of assigned projects and teams related to commissioning, start-up, and operational turnover.

Key Responsibilities
  • Commissioning Execution: Ensure commissioning activities for assigned projects are performed with high quality and adhere to all safety policies.
  • Relay Settings and Testing: Review and confirm relay settings, testing, and conformance to design and intent.
  • Project Coordination: Coordinate and manage EPC contractor personnel, OEM start-up personnel, third-party start-up contractors, and operations personnel on site, as it relates to site commissioning and start-up.
  • Project Turnover: Project turnover of NERC-related documents pertaining to substation relay testing and commissioning.
  • Reliability and Compliance: Ensure project reliability at operational turnover with plants exhibiting as little lost time as necessary in initial operation. Ensure compliance with all project contractual documents, including Power Purchase Agreement and Large Generator Interconnect Agreement deliverables with local utility.
  • Interface with Transmission Operators: Ensure proper interface with Transmission Operators and Independent Service Operators to ensure project energization dates are achieved.
  • Client Management: Management of Client's onsite commissioning personnel.
  • Collaboration with Project Teams: Interfaces with project's designated safety, engineering, and quality control parties.
  • Additional Responsibilities: Perform other job-related duties as assigned.
Requirements and Qualifications
  • Experience: 5 years' experience minimum working in protection and control testing and commissioning.
  • Protection and Controls Knowledge: Protection and Controls implementation, testing, and troubleshooting.
  • Relay Testing and Commissioning: Protection Suite/RTS relay Testing.
  • Electrical Construction and Commissioning: Electrical construction and commissioning means and methods knowledge, including NEC and NFPA.
  • SCADA Integration and Troubleshooting: Supervisory Control and Data Acquisition (SCADA) integration and troubleshooting.
  • SEL Relays Testing and Commissioning: SEL Relays-Testing and Commissioning.
  • Apparatus Testing: Apparatus Testing-Instrument Transformers, HV/MV Breakers, Transformers.
  • Drawing Review and Quality Control: Drawing review quality control inspection, Progress reporting.
  • Computer Skills: Computer skills: Outlook, PDF edit, Word, Excel, document control systems, and PowerPoint.
  • Management and Leadership: Management of third parties and suppliers and Management of direct report team members.
  • Schedule and Planning Understanding: Schedule and planning understanding.
Preferred Background
  • Self-Starter: A self-starter with a high drive for quality, execution, and safety.
  • On-Site Project Support: 5 years' experience in on-site project support for power generation project construction start-up and commissioning.
  • Technical Expertise: A proven track record and ability to interact with engineering personnel on highly technical issues, and then also interact with construction personnel on constructability, schedule, and cost issues as well.
  • Multi-Tasking and Project Management: A proven track record and ability to multi-task and oversee multiple projects at once.
  • Engineering Degree: An engineering degree is preferred.
