SimIS, Inc. is in search of a Web Operations Specialist to manage and enhance website functionalities. This role involves monitoring website performance, analyzing traffic patterns, and developing strategic plans for search engine optimization. The Web Operations Specialist will be responsible for updating website features and designs, ensuring user security during navigation, collaborating with web designers, resolving technical issues, approving website content, and maintaining servers to fulfill viewer requirements in alignment with the Advanced Distributed Learning (ADL) Initiative.

The ADL Initiative fosters collaboration across U.S. Government agencies, promoting interoperability and best practices in distributed learning to deliver high-quality education and training.

Key Responsibilities:
  • Design and develop web pages/sites, incorporating graphic user interface (GUI) features and innovative techniques.
  • Plan and execute the design and layout for internet sites and web pages, often integrating text with multimedia elements.
  • Create and maintain user-friendly, effective, and visually appealing websites.
  • Develop user interfaces using front-end coding to connect with back-end systems.
  • Recommend new and emerging technologies or applications and explore opportunities for their integration into operations.
  • Collaborate with Software Developers to apply style and user interface design to web applications.
  • Work independently with minimal supervision.
  • Address complex issues and escalate only the most challenging problems to senior staff.
  • May serve as a lead on specific projects.
Minimum Qualifications:
  • U.S. Citizenship with the ability to obtain and maintain a DoD Secret clearance (or higher).
  • Bachelor's degree in Computer Science or a related discipline.
  • A minimum of three (3) years of experience in web design and management.
  • Strong communication skills, both verbal and written.
  • Proficiency in HTML, CSS, JavaScript, HTML5, and HP5, including content migration.
  • Experience with PHP for legacy solutions.
  • Ability to maintain and develop websites and automate processes.
  • Knowledge of web standards and analytics.
  • Experience in Search Engine Optimization.
  • Strong troubleshooting and analytical skills.
  • Familiarity with React and Django.
  • Experience with Content Management Systems for website maintenance and updates, including planning and supervising technical evolution.
  • Expertise in Figma.
  • Strong technical knowledge in systems programming and server configuration.
Desired Qualifications:
  • Ability to interpret technical and scientific documentation and provide design recommendations.
  • Experience with military and DoD organizational structures.
  • Skill in creating aesthetically pleasing website layouts.
  • Experience in web graphic design, including the creation of graphics, buttons, and icons using Adobe Photoshop and Illustrator.
  • Experience in designing, laying out, and producing marketing materials.
  • Ability to simplify complex technical topics into accessible web content.
