As a Subcontract Administration Specialist at US Tech Solutions, you will play a critical role in the strategic and tactical execution of subcontracts in accordance with business goals and objectives. Your expertise will be essential in establishing strategies in support of Programs, Capture Management, Contracts, Finance, and other functional areas within the business unit.
Key Responsibilities:
Review customer's Request for Proposal (RFP) for scope and requirements.
Assess capture strategy and develop request for proposal packages including subcontracts.
Participate in proposal development team planning and color team reviews.
Perform all tasks associated with acquiring Teammate and Subcontractor proposals, including negotiating Non-Disclosure Agreements (NDAs), establishing thorough understanding of scope requirements and regulations, qualifying subcontractors/suppliers, developing subcontracts incorporating applicable terms and conditions, preparing comprehensive RFP packages, analyzing proposals, performing price/cost analysis, and negotiating exceptions.
Negotiate subcontracts and terms and conditions.
Lead head starts and pre-planning for phase-in processes.
Support post-proposal and phase-in operations for new customer contract wins.
Prepare documentation in accordance with established procedures in support of the company's approved purchasing system.
Maintain documentation, status, and other documents as required in electronic file sharing systems.
Establish and maintain effective business relationships with internal and external stakeholders.
Execute and administer subcontracts as required.
Develop standard operating procedures and playbooks to document processes and make recommendations for improvements.
Requirements:
Minimum of 8 years of experience in subcontracts administration working for a federal contractor or equivalent work experience.
Strong knowledge of various contract types with a minimum of 5 years' experience administering cost-type subcontracts, including CPAF, CPFF, and labor, including LH and T&M.
Thorough understanding of subcontracting principles as a government subcontractor.
Knowledge and practical experience with FAR.
2+ years' experience supporting customer proposals.
Ability to effectively communicate with Business Development personnel, including Capture Managers, Proposal Teams, and Technical Writers, and other functional areas across the business unit.
Excellent written and oral communication skills, along with organizational, analytical, and project/time management skills.
Experience with Microsoft Office Suite, with proficiency in Excel, Word, and PowerPoint.
Must be detail-oriented with the ability to work well with a proposal team in a fast-paced, deadline-driven environment.
Flexibility to work overtime and weekends, as required, to meet proposal schedules and to accommodate meetings across several time zones.
Preferred Qualifications:
Proficiency in Deltek Costpoint.
Working knowledge of Share Point.
Experience using electronic proposal management systems.
Experience developing cost volumes.
Education:
A bachelor's degree in supply chain, business, finance, or a related field is required.
