Job Summary

The Commonwealth of Virginia is seeking a highly skilled Human Resource Generalist to provide a range of human resources functions, including talent acquisition and classification and compensation. This role will work independently to support the recruitment and hiring process, as well as partner with the HR Director on ARMICS reporting requirements.

Key Responsibilities
  • Support talent acquisition efforts, including recruitment, selection, and hiring for specified divisions, departments, and offices.
  • Consult with hiring managers to develop recruitment strategies and plan and organize recruitment and selection activities to ensure program compliance.
  • Develop job announcements in consultation with managers/supervisors and ensure proper approvals are received prior to posting.
  • Address actions associated with recruitment, selection, pay determination, and documentation.
  • Respond to applicant inquiries verbally and in writing.
  • Manage the recruitment process for all temporary staff hired through staffing agencies, ensuring timely notification of the Office of Budget and Finance.
  • Assist in compiling recruitment/EEO information for the preparation of reports.
  • Serve as lead contact for compensation study requests, ensuring compliance with DHRM compensation policies and VDOE Salary Administration Plan.
  • Create template position descriptions for roles as classification reviews are completed to assist agencies with consistency across roles.
  • Review and edit position descriptions to ensure completeness, edits/updates, and proper format, and save in appropriate archival position files.
  • Review classification, FLSA exemption, EEO Codes, SOC Codes, and work titles to create consistent roles within VDOE.
  • Evaluate positions, salary, and provide guidance on the resolution of classification and salary inquiries.
  • Implement classification and compensation methods that effectively meet local needs.
  • Review and analyze compensation action requests and approve with guidance from the Director and Associate Director of Human Resources.
Requirements
  • Considerable working knowledge of the principles and practices of human resource management and applicable federal and state laws and regulations, particularly in the areas of talent acquisition and compensation.
  • Demonstrate proven experience interacting with multiple levels of management to coach, guide, and facilitate complex decision-making that results in successful hiring decisions.
  • Ability to plan, organize, and prioritize work.
  • Knowledge of progressive talent acquisition strategies that identify highly qualified candidates and maintain compliance requirements.
  • Demonstrate the ability to research complex materials, make decisions, and effectively articulate the reason/rationale for all determinations, especially screening and hiring decisions.
  • Considerable knowledge of compensation methodology, innovative compensation strategies, compensation trends, job evaluation techniques, compensation and classification policies and procedures, project management, and principles of research management.
  • Demonstrated ability to administer compensation programs, analyze information from various sources, draw logical and sound conclusions, and present the information in comprehensive oral and written formats.
Additional Considerations

Experience/knowledge of the state's PageUp system or any other recruitment management system.
