Overview

This role is situated within the Office of Intelligence and Counterintelligence at the Department of Energy. As a Chief Intelligence Research Analyst, you will be the primary expert in orchestrating, investigating, and executing national-level evaluations and inquiries that address intricate matters pertinent to the leadership of the Department.

Key Responsibilities

This is an Excepted Service position, meaning that this appointment will not grant Competitive Service career-conditional or career tenure status. If selected, you will need to compete with other candidates in open competition for future Federal positions unless you qualify for reinstatement.

As a Chief Intelligence Research Analyst, your responsibilities will include:
  • Acting as the Chief Intelligence Analyst for strategic Counterintelligence (CI) issues within the DOE, providing specialized knowledge regarding adversarial use of foreign intelligence services and unconventional collectors targeting Department of Energy (DOE) personnel, facilities, and scientific and technological (S&T) resources.
  • Overseeing the DOE's Counterintelligence (CI) analysis program to ensure that team members fulfill critical customer needs related to foreign intelligence, international terrorism, and technical collection threats to DOE personnel, S&T, and facilities, as well as U.S. critical energy infrastructure, ensuring compliance with relevant DOE guidelines and directives from the Office of the Director of National Intelligence.
  • Supervising employee performance and offering advice, counsel, or guidance on work, administrative matters, and overarching programs and policy through discussions on program objectives, national and DOE operations, and policies influencing the direction of the Office of Intelligence and Counterintelligence.
  • Collaborating with other agencies within the Intelligence Community (IC) to create joint analytical products, coordinate key judgments, and minimize redundant analytical efforts.
  • Representing DOE CI's analytical positions through briefings or written reports to senior leadership and high-ranking U.S. Government and Congressional officials.

  • First-time supervisors must complete a 1-year probationary period.
  • New supervisors are required to undergo 80 hours of supervisory training, with 40 hours completed in the first year.
  • A Financial Disclosure Statement must be submitted within 30 days of entering the position and annually thereafter.
  • This position requires a security clearance at the Q level, which must be obtained and maintained.
  • Additionally, a Sensitive Compartmented Information (SCI) security clearance must be secured prior to starting the role.
  • Completion of an initial Counterintelligence (CI) evaluation and periodic CI-scope polygraph examinations is mandatory.
  • This position is subject to applicant testing and random drug testing thereafter.
  • 100% remote work is not supported; physical presence at the official reporting worksite is required at least 4 days per pay period.
  • Limited telework may be available based on mission requirements.
  • Hiring incentives may be available for highly qualified candidates based on budget availability.
  • This position is not part of a Bargaining Unit.
Qualifications

Specialized Experience Requirements: A qualified candidate's application must demonstrate at least one year of specialized experience equivalent to the GS-14 level in the Federal service. Specialized experience for this position includes:
  1. Overseeing the distribution of tactical and strategic analyses produced by analysts for sharing with leadership and external organizations.
  2. Preparing written assessments and documents, including reports, national security studies, and policy recommendations addressing threats from foreign intelligence, international terrorism, and technical collection.
  3. Delivering briefings to convey ideas, facts, conclusions, estimates, or projections to senior management.
  4. Monitoring performance metrics or feedback mechanisms to ensure analytical output meets customer requirements.
