Minimum Qualifications
This position is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).


To qualify for appointment through NY HELPS, candidates must meet the open-competitive minimum qualifications for this role.



The qualifications are:

Open Competitive:
Either 1.

Possession of a New York State Professional Engineer's license and current registration along with a qualifying bachelor's degree or higher in the fields listed below.


Or 2.

Possession of a New York State Professional Engineer's license and current registration along with one year of full-time qualifying engineering experience as detailed below.



Qualifying degrees:

Civil Engineering, Civil Engineering Technology, Construction Engineering, Construction Engineering Technology, Construction Engineering Management, Geological Engineering, Geotechnical Engineering, Hydraulics Engineering, Materials Engineering, Materials Science and Engineering, Metallurgical and Materials Engineering, Structural Engineering, Transportation Engineering, Transportation Planning and Engineering, or Engineering Science with a recognized concentration in any of the aforementioned engineering disciplines.



Qualifying experience:

One year of full-time engineering experience with transportation projects involving highways/roadways, railroads, bridges, airports, waterways, building structures, or traffic management and safety systems.

Candidates may also qualify for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.


Promotional:
You must hold a New York State Professional Engineer's License and current registration, be a qualified employee of New York State, and have had one year of permanent competitive or 55-b/55-c service as follows: Assistant Engineer (Civil/Transportation).

1.

As a licensed professional engineer, you are required to practice within your authorized scope of practice, as defined in the Education Law, Commissioner's Regulations, and Rules of the Board of Regents.

It is your responsibility to be knowledgeable of any restrictions based on law or regulation, as well as those that relate specifically to your area of professional competence.

Continued employment as a Professional Engineer 1 is contingent upon maintaining a New York State Professional Engineer's license with current registration.

Failure to maintain your New York State License and registration may result in removal from the Professional Engineer 1 title.


Preferred Qualifications:

  • At least three (3) years of recent experience in bridge design, inspection, construction, or other bridge engineering-related experience that is acceptable to the Department, including three (3) months of bridge inspection field experience.
  • Completion of an FHWA-approved comprehensive bridge inspection training or having served as a Bridge Inspection Team Leader before a specified date, having completed the NYSDOT 5-day Bridge Inspection Workshop.
  • Proof of completing a cumulative total of 18 hours of FHWA-approved bridge inspection refresher training if the State-sponsored Bridge Inspection/Refresher Training was more than five (5) years ago.

The following is preferred but not a prerequisite for this position at the time of hiring:


Completion of an FHWA-approved NSTM training.


Duties Description
As a Bridge Inspection Team Leader, you will be assigned to the Bridge Management Unit and will be responsible for the following:
  • Supervising assistant inspectors, special access, and work zone traffic control contractors.
  • Coordinating inspection schedules, access equipment, and work zone traffic control contractors.
  • Assessing bridge element conditions and documenting findings as per the NYSDOT Bridge Inspection Manual.
  • Preparing bridge inspection reports and editing/preparing bridge inventory records.
  • Creating inspection report documents using Microsoft Word, PowerPoint, and Excel.
  • Assisting with emergencies such as bridge hits, post-earthquake, and post-flood inspections.
  • Ability to stand for approximately 3 hours minimum a day up to 8 hours.
  • Able to traverse a construction job site consisting of uneven ground varying in height and consistency of material.
  • Climbing and leaving a ladder to a platform varying from 6' to 20'.
  • Operating a mechanical aerial lift, under bridge inspection unit, or bucket truck up to a height of 100 feet while wearing a personal fall arresting apparatus.
  • Moving/lifting equipment or inspection specimens weighing up to 50 pounds.
  • Possessing a valid driver's license.
  • Out of town, overnight travel will be required for meetings and training as directed.
