Position Overview:
We are seeking a dedicated Civil Engineer II to become a vital part of the City of Charleston's Public Service Department. In this capacity, you will engage in both technical engineering and administrative responsibilities to enhance the efficiency of division operations.

Key Responsibilities:
- Evaluate plans, plats, and documentation for new and existing development projects to ensure compliance with design specifications, municipal policies, and regulatory standards.
- Identify potential conflicts with existing infrastructure and conduct thorough site assessments and specification evaluations for both public and private initiatives.
- Collaborate with Engineering Technicians and Inspectors to facilitate the coordination, execution, and documentation of various engineering inspections, including Construction Activity and Engineering Permit inspections.

- Review final plats, record drawings, and videos, and conduct post-construction inspections necessary for project close-out and dedication.
- Analyze a variety of reports, maps, drawings, blueprints, tests, and aerial imagery related to soil composition, terrain, hydrology, and other geological data to inform project planning and design.

- Prepare or oversee the preparation and revision of reports, specifications, plans, construction timelines, environmental impact assessments, and project designs.
- Inspect ongoing construction sites to monitor progress and ensure adherence to approved engineering plans, specifications, and safety standards; may oversee construction and maintenance activities as required.

Professional Interaction:
- Engage with fellow City employees, the public, design professionals, contractors, and regulatory agencies in a professional and proactive manner, demonstrating a commitment to resolving issues effectively.

Record Keeping:
- Maintain accurate and current records for each project, ensuring that development plan reviews and approval documents are properly organized.

Additional Duties:
- Perform other related tasks to support the operations of the City as assigned.

Qualifications:
- Bachelor’s degree in Civil Engineering, Environmental Engineering, or a related discipline from an ABET-accredited institution.
- A minimum of four years of relevant experience in site, road, stormwater, or wastewater design and field construction, preferably within a municipal, utility, county, or state environment.
- Ability to obtain a Professional Engineer's license in South Carolina within one year of employment.
- Valid state-issued driver's license is required.
- Proficient in Microsoft Office Suite.
- Any equivalent combination of education, training, and experience that provides the necessary knowledge, skills, and abilities may be considered.

Preferred Experience:
- Comprehensive knowledge of stormwater management and permitting, hydrology, and hydraulics related to drainage/site design and road/bridge construction.

Technical Skills:
- Familiarity with software platforms such as AutoCAD, Civil 3D, Slope Stability Software, ESRI, GIS, ICPR, PondPack/Civil Storm, HEC-1, HYDRAFLOW, HydroCAD, and/or SWWM.
