Position Overview
As a pivotal advisor to the Executive Director, the incumbent will serve as the primary liaison for all matters related to intelligence support within the USD(R&E)'s science and technology framework.

Key Responsibilities
1. Provide expert strategic intelligence support, leveraging all-source intelligence analysis to integrate requirements pertinent to analytic assessments and intelligence program oversight.
2. Define and steer the strategic and organizational direction of OSI&A, ensuring the delivery of technical and operational assessments that inform technology investment decisions.
3. Lead evaluations and analyses of program effectiveness, offering constructive recommendations for enhancements.
4. Develop comprehensive plans, objectives, and goals for the long-term administration of the program, overseeing the execution of these initiatives.
5. Collaborate with various defense entities, including OUSD(R&E), OSD components, Joint Staff, Services, Combatant Command, and the Intelligence Community, representing the Executive Director's interests.
6. Act as a Contracting Officer's Representative (COR) and/or Contracting Officer's Technical Representative (COTR) for OSI&A, including the formulation of contracting requirements.
7. Serve as the Government security point of contact for OSI&A, fulfilling roles such as Primary Activity Security Representative (ASR) and Government Operations Security (OPSEC) Representative.

Requirements
- U.S. Citizenship is mandatory.
- Must be registered or exempt from Selective Service (for males born after a specific date).
- Successful completion of a probationary/trial period may be required.
- Must be deemed suitable for federal employment.
- Participation in the direct deposit program is required.
- This position is subject to pre-employment and random drug testing.
- A (Special Sensitive) TOP Secret/SCI clearance is necessary.
- Travel requirements may involve up to 15% of the time.

Qualifications
To qualify at the NH-4 (GS-14/15) level, candidates must possess:
- One year of specialized experience equivalent to the NH-3 (GS-13) level in federal service, demonstrating:
- Advanced analytical skills to interpret complex data and enhance program effectiveness.
- Proficiency in communication and negotiation to foster stakeholder agreement, particularly with senior-level officials.
- Experience in forming multidisciplinary teams and building alliances across various sectors.
- In-depth knowledge of DoD research, engineering, intelligence, and S&T enterprises and their interrelations.
- Ability to strategize and modify policies to boost program efficiency and effectiveness.
- Understanding of the DoD Planning, Programming, Budgeting, and Execution (PPBE) System, especially regarding RDT&E Budget Activities.
- Capability to convey complex issues clearly to diverse audiences.
- Knowledge of contract management, including skills and certifications necessary to serve as COR and COTR.
