Job Summary

We are seeking a highly skilled and experienced Executive Director to join our team at COMNAVAIRFORES. As a key member of our leadership team, you will be responsible for overseeing various program functions and providing technical guidance to military personnel.

Key Responsibilities
  • Indirectly supervise approximately 25 civilian employees, including serving as senior rating official for additional staff employees.
  • Provide technical guidance and direction to military Deputy Chiefs of Staff, Special Assistants, and executive level oversight over subordinate Echelon IV and V command operations.
  • Direct, coordinate, or oversee work of subordinate supervisors or team leaders or contractors.
  • Exercise significant responsibilities in dealing with other unit or organization officials or advising higher ranking management officials.
  • Direct, supervise, and coordinate the work of the staff and is responsible for the staff's efficient functioning through the Deputy COS (DCOS), Special Assistants (SA) and Flag Office Support Staff.
  • Interface with Echelon III, IV and V commanders on issues including Hotline complaints, Congressional inquiries and JAGMAN investigations.
Requirements
  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • Must be able to travel on military and commercial aircraft for extended periods of time.
  • Must be able to obtain and maintain an interim and/or final security clearance.
Qualifications

Applicants must have at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate mastery in manning, training, and equipping Force Reserves with the highest quality Global Force Management deployers, deployment enablers, and Squadron Augment Unit forces that win in combat.

Applicants must also have senior executive-level experience with program management theories, principles, practices, laws and regulations serving as a Command's senior authority, formulating program policies and procedures and integrating and balancing program requirements within overall management and programmatic goals.

Applicants must have in-depth experience and a wide range of strategic theories, regulations, procedures and precedents in identifying interrelated problems, drawing conclusions, recommending appropriate courses of action in the Planning Programming Budgeting System (PPBS) and in Program Objectives Memorandum (POM) and Program Review processes.

Applicants must have experience planning work to be accomplished, setting and adjusting short- and long-term priorities, and preparing work completion schedules.

Applicants must have extensive experience developing, overseeing, and managing fiscal programmatic and budgetary requirements and military construction requirements.

Applicants must have experience evaluating, reviewing and analyzing programs or program segments in terms of the utilization of funds, delays, slippages, overruns and the resolution of problems regarding PPBS processes.
