Job Summary:

The Director I position oversees the statewide reporting of vital events and is responsible for the registration and records management of vital records. This role involves policy development, communications, customer relations, fraud prevention, data quality, records management, archives, and preservation. The Director I will work closely with other areas within the Department of State Health Services and other state and federal agencies.

Key Responsibilities:
  • Develops and establishes goals and objectives consistent with the agency's strategic plan.
  • Develops policies, procedures, and guidelines that align with statutes and rules concerning vital records.
  • Plans, develops, and approves schedules and priorities for achieving timely, accurate, and secure reporting, registration, and records management.
  • Directs evaluation activities and develops short-term, medium-term, and long-term plans for the Reporting and Registration Branch.
  • Represents the agency at business meetings, hearings, legislative sessions, conferences, and committees.
  • Reviews results of special investigations and audits of Vital Statistics operations to provide direction and guidance.
Requirements:
  • Knowledge of local, state, and federal laws and regulations relevant to vital statistics.
  • Knowledge of Legislative Cycles and Fiscal Planning.
  • Knowledge of Public Policy Development and Rulemaking.
  • Knowledge of state legislative processes, state agency rule making process, and public accountability systems.
  • Knowledge of strategic planning, budget management, Human Resources management, and project management.
Skills and Abilities:
  • Establishing plans and setting objectives and goals that support vital statistics.
  • Managing multiple and competing priorities.
  • Problem-solving, conflict resolution, and negotiation.
  • Working collaboratively and cooperatively with colleagues.
  • Writing analyses, documentation, proposals, plans, policies, procedures, standards, or reports.
Working Conditions:

The Director I will work under minimal supervision with extensive latitude for the use of initiative and independent judgment.
