Overview

The French Market Corporation oversees the management and preservation of historic sites within the New Orleans French Market District, which includes parks, markets, parking areas, and both commercial and residential properties. The role of the Capital Projects and Procurement Manager involves directing initiatives for the renovation and enhancement of these assets.

Key Responsibilities

  • Formulating the Capital Program and Budget for the French Market Corporation,
  • Exploring external funding avenues such as grants and partnerships, crafting applications, and managing associated obligations,
  • Creating detailed project scopes, evaluating development proposals, and generating cost estimates,
  • Preparing bidding documents in collaboration with the City's Procurement Office and Supplier Diversity Office,
  • Drafting and overseeing construction contracts to ensure compliance, while coordinating with inspectors, contractors, and design professionals,
  • Maintaining project documentation in accordance with retention policies,
  • Engaging with city and community partners to plan significant district initiatives,
  • Working with executive staff on insurance matters and coordinating repair claims, and
  • Conducting annual property evaluations prior to hurricane season.

Work Schedule

This position typically operates Monday through Friday, though the Capital Projects Manager may occasionally need to work evenings or weekends.

Minimum Qualifications

1. A Bachelor's degree from an accredited institution.

2. A minimum of four years of progressively responsible experience in capital project management or procurement, with at least two years focused on bid preparation and/or grant proposal development.

Examination Process

A qualifying written examination along with an assessment of training and experience will be conducted, with a weight of 100%. All relevant prior experience will be evaluated for qualification purposes, but only experience gained within the last ten years will contribute to the training and experience rating.
