Currently, our Other Transaction Authorities (OTAs) encompass over 900 members from corporate, non-profit, educational, and financial institutions. For these members, NSTXL provides opportunities to engage in government contracts, access training and educational resources, and participate in live or virtual forums on a wide array of topics.

Job Overview

NSTXL is actively seeking a Project Operations Manager (POM) to oversee prototype initiatives. The POM will work in conjunction with the Government Agreements Officer's Representative (AOR), technical experts from the government, and our Performers to achieve post-award execution objectives. Your skills and insights will significantly impact project outcomes and contribute to successful mission results. The Project Operations Manager will establish and uphold work standards, including project life cycles, utilize existing process flows, and adhere to documentation protocols. The POM will collaborate closely with subcontractors and government clients to ensure all stakeholders are updated on prototype progress, identify potential challenges, and resolve any project-related issues.

Key Responsibilities:

  • Monitor, assist with, and report on Performers' compliance with project funding, milestone timelines, and technical goals for projects within the assigned OT portfolio.
  • Evaluate project-level risks, develop recommendations for review by the Senior Project Manager, and implement mitigation strategies as necessary.
  • Notify the OT team of project challenges and anticipated modifications to contracts.
  • Foster and maintain positive relationships with Performer and Customer counterparts.
  • Address day-to-day project-level challenges in support of the OT portfolio.
  • Execute the Director's directives in support of new initiatives or procedural enhancements.
  • Assist in resolving Performer invoicing or payment issues in collaboration with Contracting and Finance teams through effective communication with involved parties.
  • Conduct research and provide insights regarding project health to enhance team preparedness and awareness.
  • Prepare and deliver briefings to both internal and external stakeholders.
  • Document project updates in near-real time for team awareness and historical tracking through designated data entry tools.
  • Generate reports that detail project status and financial expenditures throughout the fiscal year.
  • Participate in technical and contractual meetings for assigned projects.
  • Review contractual documents that impact the cost, schedule, or scope of assigned projects.

Basic Qualifications:

  • Bachelor's degree
  • 1 – 3 years of experience in Project Management or Program Management
  • Proven strong verbal communication skills and exceptional writing abilities
  • Advanced proficiency in the MS Office Suite (particularly Word, Excel, and PowerPoint) and project management tools
  • Eligibility to obtain a security clearance
Preferred Qualifications:
  • Experience working with the Department of Defense
  • PMP, SCRUM, Lean Six-Sigma, or similar certifications
  • Background in defense, government, or national security sectors
