Job Summary

We are seeking a highly skilled and experienced Lead Program Specialist to join our team at the Virginia Department of Social Services. As a key member of our Quality Assurance and Accountability unit, you will play a critical role in promoting efficiency and accountability in program operations and service delivery.

Key Responsibilities
  • Review and analyze Child and Family Service Review (CFSR) and title IV-E cases to ensure compliance with federal and state law and policy.
  • Conduct financial and case reviews within local departments of social services throughout the state of Virginia.
  • Develop and implement corrective action plans resulting from case reviews.
  • Provide technical assistance to local departments of social services on CFSR and title IV-E policy and procedures.
  • Coordinate efforts with state and federal partners involved in sub-recipient monitoring activities.
  • Assist with the modification of automated accounting and reporting systems and develop related training for local departments of social services.
  • Develop and revise policies and procedures.
  • Analyze and interpret state and federal laws and regulations.
Requirements
  • Thorough knowledge of Title IV-E program rules and regulations.
  • Ability to understand complex federal regulations and guidance.
  • Ability to interpret and explain Title IV-E Intergovernmental Agreements to various audiences.
  • Comprehensive knowledge of and experience applying complex federal and state laws.
  • Experience in the use of personal computer desktop applications, including MS Office.
  • Experience working on or leading project teams and providing training.
  • Demonstrated ability to fulfill the needs of internal and external customers.
  • Ability to interpret, analyze, and monitor complex issues.
  • Ability to make professional judgments and precise decision-making.
  • Experience working and collaborating with others to achieve goals.
  • Ability to adapt to changing business needs and conditions.
  • Demonstrated ability to develop and maintain positive relationships and exchange ideas and opinions.
  • Ability to motivate, influence, and support others to accomplish team and organizational goals.
  • Demonstrated ability to plan, organize, and manage own time and work.
  • Demonstrated work experience with policy analysis, legislation, and/or program design.
Preferred Qualifications
  • Experience in the use of automated accounting and data reporting systems.
