Job Summary

We are seeking a highly skilled Transportation Engineering Technician III to join our team at the State of South Carolina. This role will be responsible for managing the encroachment permit process within Colleton and Jasper counties and Edisto Beach.

Key Responsibilities
  • Manage the encroachment permit process, utilizing a systematic process in the Encroachment Permit Processing System (EPPS) for tracing document(s) to maintain continuity from receipt of encroachment application to final approval.
  • Prepare and type correspondence and maintain filing system related to Encroachment Permits.
  • Review, inspect, and recommend for approval moderate level encroachment permit applications on SCDOT right-of-ways for commercial drives (schools, businesses) roadway entrances, residential drives, and public utilities.
  • Meet with engineers, developers, utilities companies, and other individuals to resolve matters involving encroachment permits.
  • Conduct daily and weekly field inspections on all contracts/developers, utilities, and individually assigned encroachment permits requiring a firm understanding of technical aspects including traffic control, concrete, asphalt, inspection of soil erosion prevention and sediment project, once permit has been approved.
  • Investigate damage claims, accidents, and incidents for Colleton and Jasper counties.
  • Ensure that all paperwork is complete with letters, forms, photos, and estimates.
  • Verify/ensure deficiencies are repaired.
  • Meet with investigators, adjusters, and legal professionals to ensure that they have requested documentation.
  • Monitor traffic control on assigned encroachment permit projects to ensure the traffic control plan is being followed according to approved plans.
  • Assist contractors in obtaining necessary information/paperwork to prepare permit required for project development on SCDOT right-of-way prior to issuing permit.
  • Prepare summaries, studies, and reports, makes recommendations for traffic engineering department to review encroachment permit if local decision requires additional specifications.
  • Perform right-of-way inspections to address illegal encroachments, signs, and other objects placed on SCDOT right-of-way.
  • Identify illegal encroachment and makes necessary arrangement to have them addressed in a professional manner and within the guidelines set forth by the RME.
  • Responsible for verifying contractor's and utility companies stake out work area being handled under encroachment permit to avoid delays with encroachment permit.
  • Perform other related duties as assigned.
Requirements
  • A high school diploma and two (2) years of progressively responsible engineering technician related experience; or an approved acceptable equivalence.
  • Attainment of a Technician Certification in accordance with the SCDOT Technician Certification Policy may substitute for six (6) months of directly related experience.
Physical Requirements

The physical demands for the essential functions of this position involve sitting or standing at a desk for extended periods of time. This position may require occasional travel. This position may require bending, stooping, reaching, twisting, climbing, balancing, and kneeling. This position required driving and walking for extended periods, treading rough and uneven terrain, working in close proximity to motoring traffic, and natural environmental hazards. Must be able to lift up to 50 lbs. May be required to work outside of normal work schedule, especially during inclement weather and/or other departmental-related emergencies.
