Key Responsibilities:

  • Conduct comprehensive cost analysis and control activities for both capital and non-capital projects.
  • Provide strategic input and recommendations for cost engineering needs, focusing on staffing, project controls, and comparative analysis of project scopes, quantities, and cost data.
  • Organize and oversee project expenditures, defining cost control requirements in line with contractual obligations and company policies.
  • Maintain accurate reporting of project commitments and ensure updated forecasts for expenditures.
  • Alert management proactively when projected costs are likely to exceed approved budgets.
  • Utilize statistical methodologies to evaluate cost metrics and perform risk assessments.
  • Review and interpret contractors' cost reports, extracting necessary data for management reporting.
  • Prepare and present monthly cost engineering reports, along with any additional reports as requested by management.
  • Lead the cost engineering efforts in the preparation of engineering, procurement, and construction contracts.
  • Gather, monitor, and report all cost-related information through the Project Manager.
  • Evaluate and analyze claims and change orders related to project contracts.
  • Engage in contract negotiations as necessary.
  • Take appropriate measures when forecasts indicate potential budget overruns.
Qualifications:
  • Bachelor's degree in Engineering from an accredited institution (4-year degree)
  • 15+ years of experience in cost engineering within the oil and gas, petrochemical, or refinery sectors
  • 10+ years of experience managing project budgets, tracking costs, forecasting, and financial reporting, with extensive knowledge of cost engineering for Oil and Gas projects
  • A certification from a recognized Professional Organization is highly desirable.
