Job Title: Litigation Paralegal

Job Summary:

The City of Indianapolis is seeking a highly skilled Litigation Paralegal to support the Nuisance Abatement Program and other Department of Code Enforcement staff with legal case preparation, review, and tracking. The successful candidate will act as a liaison between the City Prosecutor, Administrative Law Judge, and DCE staff to facilitate administrative hearings relative to the Revised Code of the Consolidated City of Indianapolis - Marion County.

Key Responsibilities:

  • Presents evidence and advocates on behalf of the City at administrative law hearings, including inoperable vehicle and unsafe building hearings.
  • Provides administrative support for hearings and case preparation.
  • Reviews legal cases for quality, compliance, and uniformity for prosecution.
  • Coordinates legal case file corrections.
  • Records administrative law hearings.
  • Responds to inquiries and provides information as appropriate to the public, other City divisions or departments, other public agencies, and outside counsel regarding administrative hearings.
  • Serves as a liaison between the City Prosecutor, administrative law judge, and OCE staff on matters pertaining to case management.
  • Analyzes and interprets applicable codes, laws, ordinances, and statutes.
  • Observes and solves operational and technical policies and procedures.
  • Organizes litigation files, evidence, and documents for effective analysis and presentation.
  • Runs court slate reports.
  • Coordinates inspectors and inspector supervisors' court and hearing scheduling.
  • Records court proceedings and prepares minute entries, motions, and decision letters.
  • Prepares, coordinates, and sends notices of hearing.
  • Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless legal case review.
  • Coordinates submission of citations for Citation Collection Services.
  • Investigates, collects, and compiles a wide variety of materials, documents, reports, and evidence.
  • Coordinates attendance with staff and Corporation Counsel for testimony and depositions.
  • Testifies in court or hearings as required.
  • Prepares a variety of legal forms and documents, as well as correspondence and reports.
  • Fosters positive working relationships with co-workers, other City employees, and the public using principles of good customer service.

Qualifications:

The ideal candidate will possess a paralegal certification, associate's degree, bachelor's degree, or equivalent. A thorough understanding of legal terminology, the ethics of practicing law, the principles of legal writing, and other legal principles and practices is required. Excellent communication skills, both written and verbal, are necessary. Strong computer skills, including experience with Microsoft Word, Excel, Outlook, and Access, are also required. Attention to detail and organizational skills are essential. Ability to deal fairly and courteously with the public and handle multiple cases and assignments is necessary. Ability to understand the jurisdictional requirements of environmental court and administrative law hearings is also required. The successful candidate will be able to establish and maintain effective working relationships with those contacted in the course of work and work independently to identify problems/issues and their resolution.

The successful candidate will be able to work independently and as part of a team to provide quality legal case review and support to the Nuisance Abatement Program and other Department of Code Enforcement staff.
