Overview of Responsibilities

The Community Development Specialist (CDS) plays a crucial role in strategizing, organizing, and executing community-oriented and evidence-based initiatives tailored for individuals involved in the justice system. This position entails managing programs within a designated geographical area and/or specific service offerings for those under community supervision. The CDS maintains a comprehensive database of all program phases and acts as a representative for the department, fostering educational opportunities and advocating for collaborative relationships with Community Supervision Officers and service providers who assist individuals in their reintegration into society. The CDS will also serve as a key liaison between the department and external organizations, including substance abuse and mental health facilities, employment services, educational institutions, housing organizations, and local reentry councils.
The ideal candidate should possess expertise in cognitive restructuring, substance abuse treatment, mental health support, employment resources, educational opportunities, and housing solutions appropriate for justice-involved individuals.
Key Responsibilities Include:
  • Providing technical guidance in program execution and management, conducting training sessions, and developing operational standards.
  • Assisting in the evaluation of vendor proposals for rehabilitation services, overseeing financial transactions, and ensuring compliance with program guidelines.
  • Delivering training on departmental policies related to offender participation in various initiatives.
  • Supporting various programs to guarantee effective implementation and sustainability.
  • Communicating policies and procedures to field staff regarding offender programs.
  • Monitoring and assessing contracted service providers, while collaborating with local reentry councils and other relevant agencies.
Note: This role requires significant travel.

Knowledge, Skills, and Abilities Required

To qualify for this position, applicants must demonstrate the following competencies:
  • Proven expertise in program analysis and evaluation.
  • Experience in leading training sessions or demonstrations for large audiences.
Preferred Qualifications:
  • Proficient in Microsoft Office Suite, including Word, PowerPoint, and Excel.
  • Thorough understanding of offender supervision concepts, practices, and strategies.
  • Familiarity with the Program Information Management System (PIMS).
Minimum Education and Experience Requirements

A Bachelor's degree in sociology, psychology, political science, business administration, public administration, or a related field from an accredited institution, coupled with three years of relevant experience (or an equivalent combination of education and experience).
