We are in search of a Global Trade Licensing and Compliance Program Management Lead with a deep understanding of ITAR and EAR regulations.
This role will report directly to the International Trade Compliance Office (ITCO) Section Supervisor within the Office of General Counsel (OGC).
As the Program Management Trade Licensing and Compliance Lead, you will play a pivotal role in guiding mission areas by overseeing and evaluating classification and jurisdiction, along with the specialized aspects of program hardware, software, technical data, and services governed by ITAR, EAR, and Customs Regulations.
Accurate classification determinations will facilitate the development of the necessary defense and commercial import and export authorizations.
Your responsibilities will include:
- Reviewing program and project proposals and contracts to ascertain licensing and compliance requirements associated with various foreign interactions.
- Recommending import/export contract clauses that enable the use of ITAR and EAR exemptions, Technical Assistance Agreements (TAA), and Manufacturing License Agreements (MLAs).
- Understanding the operational needs of mission areas and coordinating with ITCO on all operational facets of the international programs under your management.
As the primary point of contact for trade licensing and compliance support, you will engage in first-level triage, collaborating with staff to identify appropriate trade authorizations and providing guidance on various import/export forms and record-keeping requirements.
To enhance trade compliance awareness, you will be integrated into mission area activities, participating in regular meetings, project discussions, and engagements.
Additionally, you will be expected to:
- Understand and educate program management and technical staff on the State and Commerce Departments' Order of Review process.
- Act as a trusted business partner with Program Management and Mission Area leadership.
- Serve as the Mission Area's international licensing and compliance subject matter expert (SME).
- Provide expert analysis of governmental export/import regulations, laws, and their interrelationships with specific and general activities.
Your qualifications should include:
- A minimum of 5 years of relevant experience with ITAR and EAR regulations.
- Familiarity with DECCs and SNAP-R licensing systems, as well as international export and import shipping practices.
- Strong organizational skills and proficiency in MS Office and Adobe Acrobat.
- A Bachelor's degree in a relevant field or equivalent experience.
- The ability to obtain an interim Secret level security clearance and ultimately a Top Secret clearance.
- A Master's degree in a relevant field is preferred.
- At least 6 years of experience as an export coordinator, ideally with ITAR and EAR licensing and compliance experience.
- Knowledge of the OCR EASE import/export integrated database management system.
- An active Top Secret level clearance is advantageous.
