Primary Purpose:

Coordinate district-wide student instructional support services to ensure the provision of quality programs and support services for students with disabilities. Work to provide individualized academic, functional and behavior support programs to meet the needs of students served in special education and ensure compliance with federal, state and local requirements.

Qualifications:
  • Master's Degree in Special Education or related field
  • Texas Special Education Certification and/or Educational Diagnostician; or Licensed Specialist in School Psychology; or Speech/Language Pathology
  • Experience in designing instructional programming for students with disabilities
  • A minimum of three years of experience working in special education programs
  • Staff supervision experience preferred
Special Knowledge/Skills:
  • Knowledge of, and ability to serve as a consultant regarding State and Federal laws and regulations governing Special Education; school systems and programs; team building and group process
  • Knowledge of and ability to develop and update teaching, progress monitoring and assessment strategies for students with significant academic, behavioral and communication deficits
  • Knowledge of the Texas State Performance Plan (SPP) and Texas Performance Based Monitoring Analysis System (PBMAS)
  • Knowledge and experience with conflict resolution, mediation and due process procedures
  • Ability to work as a team member and to provide both large and small group professional development
  • Knowledge of and ability to assist teams in development of targeted, systemic program improvement plans
  • Knowledge of and ability to assist teams in interpreting evaluation results to make appropriate educational recommendations
  • Knowledge of and ability to assist teams in development of a variety of strategies and methodologies applied in educational settings to ensure all students progress in the general curriculum
  • Skills to operate standard office equipment including use of computer applications to enhance essential job functions; communicate clearly and effectively; perform basic clerical functions and arithmetic calculations; use English in both written and verbal form; use correct spelling, grammar and punctuation
  • Ability to maintain confidentiality and handle sensitive information with discretion; work within a changing and demanding environment; make effective decisions and take independent action; prioritize workload and conflicting demands; demonstrate organizational and time management skills; establish and maintain working relationships with staff and parents; work for irregular/prolonged hours; meet schedules and deadlines; read/interpret/apply rules, regulations, policies
Major Responsibilities and Duties:
  • Assist Director and provide leadership within the areas of teaching and learning, compliance, materials, assessment and evaluation, appraisal and public relations relative to students with disabilities
  • Effectively communicate and collaborate with parents to meet the unique needs of children with disabilities
  • Help ensure that all children with disabilities residing in the district who are in need of special education and related services are identified, located, and evaluated
  • Support school staff with ensuring that students with disabilities receive a Free and Appropriate Public Education (FAPE)
  • Plan, organize and implement special education staff development as needed
  • Obtain and use evaluative findings, including student intervention, student achievement, discipline, and post-secondary data, to examine special education program effectiveness and promote a continuous improvement process for special education program excellence
  • Encourage and support the implementation of research based intervention, curricular and instructional programs, assessment programs, and on-going staff development to improve effectiveness
  • Serve as a resource person for campus level problem solving teams; serve as a liaison for campus administrators and faculty
  • Evaluate job performance of employees to ensure effectiveness
  • Attend appropriate professional meetings to maintain proficiency and acquire new ideas for school improvement
  • Demonstrate awareness of district-community needs and initiate activities to meet those identified needs
  • Promote awareness of children with disabilities to school administrators, teachers, and the public; attend community meetings with other agencies; prepare and distribute bulletins and information describing special education programs
  • Work collaboratively with campus administration, who function in direct daily contact with at the campus staff serving students with disabilities
  • Other duties as assigned by the Director of Special Services
Supervisory Responsibilities:

Supervise the work of assigned staff within the Special Services department.

The employee may spend long hours in intense concentration which requires attention to detail and high levels of accuracy. There are a number of deadlines associated with this position, which may cause significant stress. The employee must also deal with a wide variety of people on various issues. Predictable and regular attendance expected.
