National Freedom of Information Advocacy Specialist

Dexis Consulting Group is seeking a highly skilled National Freedom of Information Advocacy Specialist to join our team in Timor-Leste. As a key member of our team, you will play a crucial role in advocating for the passage of a Freedom of Information Law in Timor-Leste.
The successful candidate will have a strong background in public administration, public policy, social sciences, political science, management, or law, with at least 10 years of professional experience. They will have a proven track record of organizing advocacy campaigns, facilitating discussions, and promoting awareness about important issues.
The National Freedom of Information Advocacy Specialist will work closely with our partner, Centre of Studies for Peace and Development (CEPAD), to assess and evaluate past efforts to advocate for a Freedom of Information Law. They will develop a strategy and concrete actions to sustain the effort and prepare a work plan to guide the activities to be conducted.
The ideal candidate will have excellent communication and interpersonal skills, with the ability to work independently and collaboratively with counterparts and colleagues. They will have a strong command of the English and Tetum languages and be able to work under pressure to meet deadlines.

Responsibilities- Coordinate with CEPAD and jointly organize activities and efforts to advocate for and promote the legislative passage of a Timor-Leste Freedom of Information Law.
- Engage with relevant stakeholders from the Government of Timor-Leste, Parliament, civil society, academia, media, and other sectors to promote awareness, facilitate discussion, and promote the passage of a Freedom of Information Law.
- Organize focus group discussions, roundtable discussions, seminars, and similar events to promote awareness, facilitate discussion, disseminate relevant information, and promote the passage of the Freedom of Information Law.
- Gather studies, papers, materials, and other relevant information regarding the Freedom of Information Law and organize dissemination efforts for key stakeholders.
- Formulate recommendations to raise awareness, highlight advantages, and support the legislative passage of the Freedom of Information Law for Timor-Leste.
- Relevant university education background in public administration, public policy, social sciences, political science, management, law, or a related field (at least 10 years of professional experience will be considered in lieu of relevant university educational background).
- Actual experience in organizing advocacy campaigns, facilitating discussions, and promoting awareness about important issues.
- Practical experience in engagement and collaboration with government institutions or CSOs for relevant work, or work that demonstrates knowledge and skills in the areas covered by this TOR.
- Experience working for projects funded by USAID or other bilateral or multilateral organizations will be an advantage.
