Job Summary

We are seeking a highly skilled Traffic Management Specialist to join our team at Army National Guard Units. As a key member of our logistics team, you will be responsible for planning and executing unit movements, managing military convoys, and providing technical assistance to our team.

Key Responsibilities
  • Support the planning and execution of unit movements and management of military convoys for all services moving within or passing through the state.
  • Provide technical assistance to the team with coordination of peacetime and mobilization movements of units using military transportation assets.
  • Assist with the preparation, maintenance, and execution of training and contingency movement plans for mobilization, homeland security, and deployment of ARNG units located within the state.
  • Ensure that all requirements necessary to execute the plans have been identified and coordinated.
  • Provide assistance in reviewing and validating Unit Movement Plans (UMP) and Unit Movement Data (UMD) prior to submission to Forces Command (FORSCOM).
  • Provide training and assistance to units and activities in the preparation and data entry of associated current federal operating systems and may be required to serve as a Functional Manager for assigned systems.
  • Coordinate with the various State Departments of Transportation (DOT) to determine highway availability, restrictions, and permit requirements.
  • Process requests for use of the Strategic and State Highway Network within the state.
  • Obtain and issue approved permits.
  • Coordinate movements directly with local, state, and federal agencies.
  • Receive, review, and process requests for convoy clearance using the Mobilization Movement Control System (MOBCON) and issue Convoy Movement Orders (CMO) which provides assigned routes and scheduled movement times to convoy commanders.
  • Provide official estimates of post-mobilization transportation capabilities and requirements and disseminate information to appropriate military commands.
  • Plan, coordinate, and participate in the highway movement portion of exercises involving military, civil defense, state, or local echelons of government, in practice alerts, command post exercises, field training exercises, and emergency operations simulations.
  • Observe testing of unit load plans.
  • Conduct the transportation portions of mobilization exercises.
  • Make recommendations for correction of noted deficiencies to the team and recommend changes.
  • Collect, evaluate, and monitor information necessary to modify the Strategic and State Highway Network Database to meet DOD movement requirements.
  • Review records on the location and type of military, state, and federal transportation assets within the state.
  • Advise the team on operational employment of transportation assets during emergencies, alerts, and mobilization.
  • Recommend changes in distribution of equipment to support contingency operations.
  • Represent the team as the alternate representative to the State Emergency Highway Traffic Regulation (EHTR) Center when activated.
  • Assist with the organization, supervision, and operation of the State Movement Control Center (SMCC).
  • Monitor movements of military units, resolve conflicts, receive, and forward movement reports.
  • Coordinate changes to priorities and revise pre-planned movement schedules.
  • Assist the team in day-to-day management of the General Services Administration (GSA) Vehicle Fleet as well as assigned Transportation Motor Pool (TMP) assets.
  • Review monthly billing for vehicles leased through the GSA program, reconcile billing statement, and process for payment.
  • Assist the team and provide input in the formulation of the GSA Vehicle Fleet budget.
  • Assist the team in maintaining, inspecting, and verifying serviceability of Army containers.
  • Inspect container and submit maintenance report to the Container Control Officer (CCO) for entry into the Army Container Asset Management System (ACAMS).
  • Coordinate with the CCO at the USPFO to ensure property book accountability and movement of containers.
  • Review International Organization (ISO) and storage container requests prior to submission to Army Intermodal & Distribution Platform Management Office (AIDPMO).
  • Presents instruction and assists in training Intermediate Command Unit Movement Officers (IC-UMO's) and Unit Movement Officers.
  • Conduct visits to active and reserve component installations to coordinate mobilizations, annual trainings, and unit load plans.
  • Accomplish the full spectrum of support for state and Federal National Guard operations, training, readiness missions, natural disasters, and Homeland Defense/Defense Support of Civil Authorities (HLD/DSCA).
Requirements
  • Military Grades: E-5 through E-7, or W01 through CW4 or 01 through 03.
  • General Experience: Experience, education, or training which has provided the applicant with a knowledge of and understanding of administrative, professional, analytical, or other work relating to traffic or transportation programs or operations.
  • Must be skilled in dealing with others in person-to-person work relationships. Experience using computer and automation systems.
  • Specialized Experience: Must have at least 24 months experience, education, or training interpreting regulations/requirements and developing local policies to implement changes effectively.
  • Experience applying applicable Federal, State, and local laws and regulations concerning transportation and traffic procedures.
  • Experience preparing reports and recommendations involving appeals, special permits, adjustments in rates and charges.
  • Experience which involved negotiations with carriers on individual shipments or traffic movement.
