Job Title: Conflict and Stabilization Advisor

Tuvli, an Akima company, is seeking a highly skilled Conflict and Stabilization Advisor to support our DoS client located in Washington, DC.

Responsibilities:
  • Collaborate with AA teams, regional teams, CPP, and EX-IT to develop analytical products, interactive dashboards, and other creative data visualization for priority CSO analysis products.
  • Provide strategic communications, analysis, strategic planning, coalition-building, mobilization, evaluations, training, budgeting, and managing and advising engagement team members in support of the Bureau's conflict and stabilization programs initiatives in the Middle East and other regions.
  • Advise on strategic communication, grassroots and coalition advocacy, media relations, project management, and community organization in sensitive environments for the accomplishment of CSO engagement objectives.
  • Develop and submit internal and external messaging plans for Washington and the field, and use a variety of communication mechanisms to cultivate and maintain positive relationships with and between key constituencies.
  • Assess, design, and implement CSO engagements and related programs in close coordination with CSO staff, embassy staff, other Department of State personnel, other U.S. Government entities, and other governmental and non-governmental actors.
  • Provide technical guidance and assist in media events for U.S. government officials, foreign mission partners, and international NGO representatives.
  • Assist with creating targeted media products and documents, including press releases, official statements, speeches, advocacy email blasts, fact sheets, and videos.
  • Conduct assessments of complex situations involving countries and local stakeholders in conflict and make recommendations in preparation for overseas engagements.
  • Assist in the development and implementation of monitoring and evaluations systems related to the CSO Middle East and North Africa engagement and related programs.
  • Assist in the development of informational management products and improved business practices for CSO based on research and personal field experience lessons learned.
  • Identify or seek out NGOs, international donors, U.S. government agencies, and other organizations in the U.S. and overseas that are important to CSO's programs.
  • Participate in interagency coordination/consultation in service of the bureau's efforts, particularly with USAID, DoD, and other bureaus/offices of the State Department.
  • Coordinate shared operational goals and strategic communications programs with internal, external, and interagency partners to maximize positive collaborative impact.
  • Assess the relevancy and implications of political developments affecting the formulation, advancement, and execution of U.S. foreign policy, especially as they pertain to achieving CSO's engagement objectives.
  • Conduct assessments for potential engagements, and visits to anticipated CSO field sites in collaboration with the relevant CSO engagement team.
  • Assist in refining strategic objectives and advocate on behalf of new approaches in-country, possibly linked to neighboring country programs if considered appropriate.
  • Contribute policy inputs for operational planning, budget formulation, and strategic development for conflict prevention and stabilization assistance.
  • Assist with articulating CSO's mission and programs to visitors, officials from international organizations, bilateral donors, and national and local foreign government officials.
  • Assist with preparing reports, analyses, point papers, and other written products to justify decisions, provide guidance, persuade audiences, and craft and deliver CSO-approved oral presentations and briefings to high-level officials on complex and controversial issues.
Qualifications:
  • Undergraduate or professional degree in international development, international affairs, political science, public administration, or law.
  • International experience and demonstrated abilities assisting in designing, implementing, managing, and evaluating programs and strategies related to international crisis program management, particularly in conflict resolution and reconciliation, democracy, and civil society education.
  • Knowledge of U.S. foreign policy goals and objectives, interagency and international structures, and the role that targeted communications strategies play in explaining, elevating, and implementing conflict and stabilization goals in pre- and post-conflict nations.
  • Three years of relevant experience with a USG foreign affairs agency or an implementer of foreign assistance programming in strategic communications, advocacy, project management, and strategic planning.
  • Three years of experience as part of a team and managing projects.
  • Experience in working with community-level organizations, assisting with various civil society partners, and building coalitions that conduct national and local-level campaign movements.
  • Experience developing relationships with and between various levels of host country populations, including national-level government officials, local government, business representatives, sub-national actors, and civil society partners.
  • Negotiation, interpersonal, and written communication skills. Experience assisting with preparing and presenting presentations on complex subjects.
  • Demonstrated ability to work or collaborate with officials from other international organizations, bilateral donors, and non-governmental organizations who may be important to CSO's programs and objectives.
  • Demonstrated facility with Arabic is ideal, but not required.
  • Active Secret Clearance.
Pay Range:

$101,070.40
