Position: Records & Information Management Specialist

Location: Camp H.M. Smith Marine Corp Base, Hawaii

Overview:

In this pivotal role, you will act as the Command's authority on Records & Information Management within the Command, Control, Communications and Cyber Directorate (J6) at the Headquarters of the US Indo-Pacific Command.


Key Responsibilities:
  • Provide expert guidance to senior leadership, including the Commander, Deputy Commander, and Chief Knowledge Officer, on all matters related to records and information management.
  • Lead initiatives aimed at enhancing information sharing processes across the United States Indo-Pacific Command and its associated entities.
  • Develop and implement comprehensive practices for Information Management (IM), Records Management (RM), Privacy Act (PA), and Personally Identifiable Information (PII) to mitigate risks associated with data handling.
  • Coordinate RM, PA, and PII efforts across the Command to ensure cohesive alignment throughout the Area of Responsibility (AOR).
  • Serve as the technical authority on both electronic and physical records management challenges.
  • Integrate records management capabilities into the enterprise architecture, ensuring that all information systems adequately support the management of records and information assets.
  • Oversee the collection, maintenance, access, usage, transport, disclosure, and destruction of personal information and records in compliance with applicable laws and regulations.
  • Collaborate closely with Legal Counsel to uphold personnel privacy and ensure that records and information assets are managed responsibly to safeguard public interests and reduce litigation risks.
  • Contribute to the development of knowledge and information management plans (KIMPs) that detail the utilization of information and knowledge assets.
  • Assist in aligning the overall IM and Knowledge Management (KM) strategy with operational requirements.
  • Design, assess, and implement training programs related to IM, PA, PII, and RM.

Qualifications:

Applicants must demonstrate at least one year of specialized experience equivalent to the GS-12 level in federal service or comparable experience in the private or public sector, showcasing a deep understanding of Information Management, Privacy Act, PII, and Records Management.


Essential Skills:
  • Proven ability to plan, organize, and lead teams effectively.
  • Experience in developing and managing policies and procedures related to document management.
  • Expertise in providing analytical recommendations in complex operational environments involving records from both domestic and international sources.
  • Ability to negotiate with high-level officials on resource-intensive proposals and policy changes.
  • Comprehensive knowledge of organizational structures and operational procedures across various Commands.
  • Extensive understanding of technology environments and advanced knowledge of collaborative technology solutions.
