Job Summary:

As a key member of the Emergency Medical Services Authority's Senior Leadership Team, the Human Resources Director will play a pivotal role in driving organizational success and establishing performance results. This individual will be responsible for overseeing the day-to-day functions of the Human Resources Department and ensuring the efficient coordination and implementation of administrative activities related to personnel management strategies.

Key Responsibilities:
  • Partner with the leadership team to develop and implement the organization's human resource and talent strategy, focusing on current and future talent needs, recruiting, retention, and succession planning.
  • Provide guidance and support to HR generalists, management, and other staff on complex, sensitive, and confidential matters, including reasonable accommodations, investigations, and terminations.
  • Manage the talent acquisition process, including recruitment, interviewing, and hiring of qualified job applicants, particularly for executive, managerial, and professional level roles.
  • Develop and implement new employee orientation to ensure HR objectives are met and the team member orientation process aligns with organizational values.
  • Ensure organizational policies and practices comply with applicable state, federal, and local employment laws and regulations.
  • Develop and implement organizational training in labor relations topics, including interviewing, hiring, terminations, promotions, performance reviews, safety, and sexual harassment.
  • Manage the organization's HRIS system and all HR processes, ensuring compliance with regulatory standards.
  • Research and propose competitive salary and incentive pay programs to attract high-quality individuals.
  • Oversee the organization's disciplinary and investigation process, advising management on resolving employee relations issues and administering related policies and procedures.
  • Maintain knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
  • Administer the performance review program to ensure effectiveness, compliance, and equity within the organization.
  • Develop and administer organizational benefits programs, including life, health, and dental insurance, retirement plans, vacation, sick leave, leave of absence, and employee assistance.
Requirements:
  • Strong ability to communicate effectively, both written and verbal, problem solve, and diplomatically handle escalations and conflict resolution.
  • Self-driven attitude with the ability to meet organizational goals.
  • Strong understanding of full-cycle recruitment processes and best practices, with previous experience with HRIS Applicant Tracking Systems.
  • Ability to act with integrity, professionalism, and confidentiality.
  • Thorough knowledge of employment-related laws and regulations.
  • Ability to maintain flexibility in a dynamic environment with constantly changing priorities.
  • Proven ability to build and maintain strong relationships within the community.
  • Excellent time management and organizational skills, with strong attention to detail.
  • Strong analytical and problem-solving skills.
  • Ability to prioritize tasks and delegate as needed.
  • Proficiency with Microsoft Office (Word, Outlook, Excel, and PowerPoint).
  • Valid driver's license.
  • 30% travel required.
Education and/or Experience:

Bachelor's degree in Human Resources, Business Administration, or a related field required. A minimum of five years of human resource management experience, preferably within a healthcare organization, is preferred. PHR/SPHR, SHRM-CP, or SHRM-SCP certification is highly desired.
