The City of New York is seeking a Strategic Procurement Specialist to become a vital part of the Administration division.

The primary duties for this position encompass, but are not limited to:

  • Acquisition & Financial Transactions:
  • Drafting procurement documentation such as purchase requisitions, memos, and personal expense reimbursements.

Managing payments for all accounts payable, updating Trust & Agency accounts, processing purchases, and royalties. Overseeing payments and expenditures through Financial Management System (FMS) reports.

  • Contract Management:
  • Developing bid and/or pre-solicitation review documents.
  • Collecting market and/or vendor information to aid in bid preparation.
  • Assisting in bid analysis and participating in on-site evaluations as necessary.
  • Regularly tracking and reporting the status of pending contracts to the supervisor.
  • Identifying potential challenges and proposing effective solutions.
  • Establishing contracting cycles to ensure uninterrupted service.
  • Maintaining and updating the database of registered contracts within the Division.
  • Ensuring compliance with the contracting process as directed.

Work Schedule: Full-time/Day
Due to the nature of the support duties, the selected candidate may be required to be on call and work various shifts, including weekends and evenings.

Location: The position may involve off-site locations as needed.
This role is available to permanent Procurement Analysts or candidates on the current civil service list.

Minimum Qualifications:

  1. A bachelor’s degree from an accredited institution and six months of professional experience in procurement or related fields.
  2. An associate degree or 60 semester credits and 18 months of relevant experience.
  3. A high school diploma and two and a half years of professional experience.
  4. A combination of education and/or experience equivalent to the above.

Special Notes:

To qualify for Assignment Level II, individuals must have one year at Assignment Level I or additional experience.
To qualify for Assignment Level III, individuals need supervisory experience or equivalent professional procurement duties.

Preferred Skills:

  • Experience with FMS, APT, Vendex, SBS MWBE database, Passport, DMSS, PIP, and DCAS requirement contracts.
  • Familiarity with the NYC Contracting Process.
  • Knowledge of Comptroller's Directives and PPB rules implementation.
  • Experience with State and/or Federal Grant funding is advantageous.
  • Strong written, verbal, and interpersonal communication skills.
  • Detail-oriented and highly organized.
  • Advanced proficiency in Excel is essential.
