Job Description:
Program Manager Overview
The Program Manager will be responsible for the schedule, budget, and scope compliance of a $30M annual execution budget with coordination responsibility for roughly 100 program team members. The Program Manager will be the point of customer contact for reporting status, maintaining scope control, and negotiation.
Key Responsibilities
- Leads and directs experienced professionals, lower-level supervisors, or associate managers.
- Communicates within and outside of the organization to explain and influence changes to policies, practices, or approaches.
- Makes significant improvements in processes, systems, or products.
- Establishes short-term operational plans with measurable contribution to function or business area results.
Nature of Supervision
The Program Manager will manage individual(s) typically consisting of experienced professionals or lower-level supervisors or associate managers. The Program Manager will lead, direct, and review the work of direct report(s) who exercise latitude and independence in their assignments.
Communication & Influence
The Program Manager will communicate with parties within and outside of the organization, including customers or vendors. The Program Manager will work to influence others to accept individual or team's views or practices and changes to concepts, practices, and approaches.
Innovation & Complexity
The Program Manager will work on making significant improvements of processes, systems, solutions, or products to enhance performance of job area. The Program Manager may develop new concepts or standards. Opportunities for problem-solving and innovation are undefined, where information is difficult to obtain.
Organization Impact
The Program Manager will manage a team with focus on policy and strategy implementation. The Program Manager will establish operational plans with measurable contribution towards the achievement of results of the job function. The focus is on short-term operational plans (e.g. less than 1 year).
Education & Experience
The Program Manager should have a Master's degree in management, Engineering, Computer Science, Information Systems, Business, or other related scientific or technical discipline. The Program Manager should have 15 years of program management experience, including 6 years in a supervisory role. Relevant experience should be with DoD Program(s). The Program Manager should possess a Project Management Professional (PMP) certification and have conceptual knowledge of U.S. Navy Integrated Training Systems. The Program Manager should have experience with cost, schedule, and performance as it relates to program execution. The Program Manager should have program and personnel management, financial management, risk management policies and assessment, and program management experience running a large support services contract with multiple subcontractors. A Secret clearance is required.
