ABOUT THE POSITION
The County of Riverside's Department of Waste Resources is seeking multiple Junior Civil Engineering Specialists to enhance their team.
The Junior Civil Engineering Specialist will be responsible for overseeing work assignments, providing guidance, and addressing complex engineering and administrative challenges related to the daily operations of active landfills, which include safety protocols, traffic management, surveying, and operational efficiency. Furthermore, the incumbent will lead a team of office engineering staff in evaluating field data, creating plans, profiles, maps, and other essential drawings required for construction projects. The role also encompasses regulatory permitting and compliance, long-term planning and design, large-scale Public Works Construction initiatives, as well as staff training and development.
Additional responsibilities include conducting intricate engineering evaluations and analyses aimed at enhancing the overall effectiveness of departmental operations, and supplying technical insights to officials from other governmental entities, fellow engineers, and the public.
The Department is particularly interested in candidates with a solid foundation in civil engineering principles, especially in surveying, hydrology, hydraulics, geotechnical engineering, and environmental management within a landfill context. Experience supervising field personnel, including various levels of equipment operators and supervisory staff, is highly desirable. Proficiency in software such as Microstation, InRoads, Access, Power Point, MS Projects, AutoCAD, Civil3D, SureTrak, and familiarity with Arcview GIS, along with experience using survey equipment like GPS and Sokkia TotalStation, is encouraged.
Under general supervision, the role involves performing professional civil engineering tasks associated with surveying, design, construction, and maintenance of public works projects, along with other related duties as assigned.
EXAMPLES OF ESSENTIAL DUTIES
• Oversee work assignments, provide guidance, and resolve complex engineering and administrative issues related to the planning, design, and construction of highways, sanitary landfills, flood control, and drainage structures, or review and approve structural or grading plans.
• Lead the activities of office engineering personnel in analyzing field data and preparing necessary plans, profiles, maps, and related drawings for construction projects.
• Conduct or review structural analyses of buildings and hydraulic structures; perform structural engineering evaluations of proposed commercial, industrial, and complex structures.
• Review grading, building, and structural plans for compliance with building codes, local ordinances, state regulations, and administrative policies.
• Assist and advise permit applicants on engineering and technical structural or grading issues; participate in training programs for building inspectors and engineering technicians regarding grading and structural inspections.
• Supervise the preparation of structural drawings; create specifications and related contract documents for construction project bidding.
• Provide technical information to officials from other governmental jurisdictions, fellow engineers, and the public.
• Collaborate with public utility companies regarding facility relocation and right-of-way matters.
• Supervise the maintenance of records related to survey and construction progress, job expenditures, budget programs, and work order balances; oversee the preparation of change order requests.
• Supervise the preparation of progress payments and final estimates on contracts.
MINIMUM QUALIFICATIONS
Experience: Two years of professional civil engineering experience, including one year in either:
- The planning, design, and construction of highways, sanitary landfills, or flood control projects.
- The review and approval of grading or structural plans for permit issuance.
- Performing air or water quality control.
License: Possession of a valid California Driver's License is required.
Possession of a valid certificate of registration as a Civil Engineer issued by the California State Board of Registration for Professional Engineers.
Physical Requirements: Ability to work outdoors in varying weather conditions, including high and low temperatures, and to carry and transport survey equipment during inspections.
