ABOUT THE POSITION

The Riverside County Department of Waste Resources is seeking a Lead Civil Engineering Specialist to become part of the Engineering and Operations Division in Moreno Valley.

This role represents the supervisory tier within the registered civil engineer series and is accountable to a managerial position. The Lead Civil Engineering Specialist classification necessitates registration as a Civil Engineer by the State of California Board for Professional Engineers, Land Surveyors, and Geologists. The incumbent will hold comprehensive responsibility for a designated unit or team engaged in permitting, engineering, construction, and landfill operational tasks. The responsibilities demand not only a high level of technical engineering expertise but also the capability to strategize work, select, guide, mentor, and assess assigned personnel.

Key Responsibilities:

• Plan, organize, direct, and evaluate the activities of a unit involved in significant public works engineering; establish priorities for assigned initiatives.

• Supervise engineers and technicians or directly engage in the design and preparation of drawings, specifications, estimates, and contract documents related to various engineering projects, including access roads and landfill site enhancements.

• Prepare and defend compliance reports to regulatory agencies.

• Oversee the permitting of active landfills for Solid Waste Facility Permits and other necessary authorizations.

• Ensure regulatory compliance for daily operations of active and closed landfills, including construction surveying and safety protocols.

• Collaborate with the engineering/operations team and other departmental sections or agencies; supervise and perform complex engineering tasks.

• Manage geologic, geotechnical, and other engineering investigations conducted by external consultants.

• Responsible for overseeing the design, permitting, and construction administration of new landfill expansions and related projects.

MINIMUM QUALIFICATIONS

License: A valid certificate of registration as a Civil Engineer issued by the California State Board of Registration for Professional Engineers is required.

Experience: A minimum of four years of professional civil engineering experience, including two years in either the planning, design, and construction of sanitary landfills or performing environmental remediation.

Knowledge and Skills:
  • Principles and practices of engineering, particularly in relation to sanitary landfill operations.
  • Engineering mathematics and material characteristics.
  • State and federal standards for public works design and construction.

Other Requirements:
Possession of a valid California Driver's License may be necessary.
