Position Summary:
We are seeking a dedicated Systems Solutions Engineer to provide comprehensive engineering support for Enabled Source Operations (ESO). This role involves revitalizing a metrics framework that consolidates data from various agency production systems and ESO-controlled NIFIs. The objective is to create an integrated tool that serves engineers, analysts, and managers effectively on a daily basis, requiring diverse views tailored to different user needs. Proficiency in agency production systems, Elastic Search/Kibana, or Splunk, along with a solid understanding of Linux operating systems, is essential. Collaboration with program-specific ESO teams, Intelligence Community (IC) partners, and Target Office of Primary Interest (TOPI) will be crucial for optimization.

Essential Skills:
- Proficiency in Elastic Search / Kibana / SPLUNK (ELK or SPLUNK, not necessarily both)
- Familiarity with Confluence
- Competence in Linux
- Understanding of the following systems and ability to perform API pulls:

Key Responsibilities:
  • Collaborate with the ESO Mission Support's Data Services Team to enhance the existing metrics system or to design and implement a robust process for generating and displaying new ESO dataflow metrics using tools like Elastic Search / Kibana or similar.
  • Work closely to identify and document information and capability requirements, managing associated needs through engagements with solution providers and other enabling organizations.
  • Advocate for ESO interests as dataflow metric tools evolve, supporting ESO Collection Managers and Technical Leads to address metric-related actions promptly, understand data feed prioritization, and contribute to qualitative and quantitative assessments.
  • Partner with subject matter experts to gain a thorough understanding of current business objectives, data, and analytic workflows within the ESO mission area, facilitating the introduction of advanced analytic methods.
  • Collaborate with ESO analysts and developers to ascertain current analytic needs and establish a solid understanding of common procedures and methodologies.
  • Design and document discovery and analytic services for the ESO organization, assisting with the transition into customer-facing prototypes and production as necessary.
  • Document and promote user awareness of advanced analytic logic to ensure comprehensibility and evaluation of results, involving advanced users in quality control processes.
  • Develop solutions for extracting metrics from agency production systems using REST API, Jupyter Notebook, or other methods.
  • Oversee the full production registration of the developed solution.

Task Activities:
  • Provide monthly status reports detailing task descriptions and highlighting significant milestones and achievements.
  • Document and share processes and outcomes with relevant stakeholders.

Qualifications:
SE L2 Requirements: A minimum of fourteen (14) years of experience as a Systems Engineer in programs and contracts of similar scope and complexity is required. A Bachelor's degree in System Engineering, Computer Science, Information Systems, Engineering Science, Engineering Management, or a related discipline from an accredited institution is required. Five (5) years of additional Systems Engineering experience may substitute for a Bachelor's degree.

SE L3 Requirements: A minimum of twenty (20) years of experience as a Systems Engineer in programs and contracts of similar scope and complexity is required. Demonstrated experience in planning and leading Systems Engineering efforts is essential. A Bachelor's degree in System Engineering, Computer Science, Information Systems, Engineering Science, Engineering Management, or a related discipline from an accredited institution is required. Five (5) years of additional Systems Engineering experience may substitute for a Bachelor's degree.
