Job Summary

Systems Technology Forum is seeking a highly skilled Service Life Extension Specialist to support the Space Acquisition operations of the Mobile User Objective System (MUOS) and Space Systems Command (SSC). The successful candidate will provide critical support to the Service Life Extension (SLE) program, ensuring the successful delivery of logistics support activities in accordance with DOD, DoD, DoDI, and DoDI regulations.

Key Responsibilities
  • Drive relationships of SLE system design parameters to product support resource requirements.
  • Plan for product support with an emphasis on system readiness, controlling total life cycle costs, meeting schedule/deadlines, and minimizing supportability risk.
  • Ensure SLE design compliance with DoDI and DoD Counterfeit Prevention Policy.
  • Identify SLE long-lead production items and ensure requisite parts/materiel is appropriately sourced IAW DoDI and DoD Counterfeit Prevention Policy.
  • Identify opportunities in SLE design/development to adopt/integrate Satellite control modular predictive and corrective maintenance methodology/fault ascriptions.
  • Ensure cost-effective obsolescence management processes.
  • Advises and collaborates with internal and external program stakeholders in working groups and reviews.
  • Coordinates with other CGN branches, and segments, and supports contractors to arrive at (and document) optimal and executable support plans.
  • Manages and completes assigned actions independently and within assigned cost/schedule/performance parameters.
  • Captures ILS-related action items and tracks and manages them to resolution.
  • Supports Command data call responses and provides logistics support necessary to enable sustainment of the NBSC systems.
  • Predicts and manages parts obsolescence and fosters the development of required modernization and design changes in accordance with the NBSC/MUOS change process.
  • Evaluates the ILS impacts associated with proposed and approved MUOS SLE and NBSC follow-on program configuration changes.
  • Oversees the implementation of ILS updates necessary to support the fielding of those changes.
  • Updates, validates, and distributes MUOS/NBSC logistics-related technical documentation.
  • Develops and provides logistics inputs to other documents such as the Selected Acquisition Report (SAR), Security Classification Guides (SCG), and Acquisition Program Baseline (APB) and Acquisition Decision Memorandums (ADM).
  • Develops, updates, and employs studies, plans, reports, and analyses such as Performance Based Logistics (PBL) Business Case Analysis (BCA), performance agreements, Depot Source of Repair (DSOR) agreements, and Property Management and supply chain management strategies.
  • Provides ground services to include all ranges, networks, data centers, and ground-based space sensors, training, defensive cyber operations, satellite on-orbit support, operational and depot maintenance, and sustainment of all NBSC systems.
  • Oversees and manages all MUOS ILS SME assigned Information Technology Service Management (ITSM) classified and unclassified incidents to resolution/closure.
  • Provides analysis of safety hazards, failure causes, effects, and trends, measurement of mean logistics delay time (MLDT) and mean time to repair (MTTR), and the consequential impact on system reliability and maintainability.
  • Develops solutions to improve overall system readiness.
  • Participates in on-orbit investigations by providing risk assessments and recommendations.
  • Provides support for facility and infrastructure maintenance to include feeder links, antennas, terminals, radio access facilities, switching facilities, terrestrial network connectivity, and other facilities/infrastructure.
  • Provides support for sustainment of MUOS ground system hardware and software.
Qualifications and Skills
  • Must have at least ten (10) years of DoD logistics experience.
  • Bachelor's degree in a related field is preferred but not required.
  • Desired Certifications: PMP OR DAWIA PM Level II or Equivalent.
  • Relevant DoD and/or Industry work experience in SATCOM/MUOS.
  • Fluency with Naval Information Warfare Systems Command (NAVWAR) organizations.
  • Experience with ACAT I/II level acquisition programs.
  • Experience in Space Systems Command (SSC) acquisition.

The minimum salary starts at $150,000 and the max is negotiable based on experience.
