Job Summary

This is a challenging opportunity to join the United States Marine Corps as a Financial Management Specialist. As a key member of our team, you will be responsible for providing financial management support to Marine Corps Systems Command (MCSC) programs.

Key Responsibilities
  • Perform various budget functions, including formulation, justification, and execution of funds, applying related fiscal laws, regulations, policies, methods, and techniques of financial management.
  • Independently work with program office financial personnel during the budget year estimates and active year allocation to ensure funds are efficiently and effectively controlled.
  • Ensure financial transactions are supported with proper documentation and in accordance with policy and internal control practices.
  • Develop new interpretations and procedures that have an impact across the Command, resulting in precedents for others to follow.
  • Develop and render authoritative interpretations of executive orders, Memoranda, and Office of Management and Budget guidance.
  • Create reports to make program decisions, monitor progress, and assess the accomplishment of programs.
  • Access sensitive documents and classified technical information regarding programs for weapons systems and platforms.
Requirements
  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after must be registered for Selective Service.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites.
  • You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This is a Financial Management Level 3 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d.
  • You must achieve this level within prescribed timelines.
  • You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty.
  • Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA).
  • Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Successful completion of a pre-employment drug test (including marijuana) is required.
Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 or NH-02 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following:

  • Performs various budget functions such as formulation, justification, and execution of funds applying related fiscal laws, regulations, policies, methods, and techniques of financial management.
  • Planning, programming, budgeting, and execution (PPBE) adhering to financial management regulation (FAR) with operation and maintenance appropriations.
