Project Overview:

Bechtel is collaborating with NextDecade to facilitate their vision of providing lower carbon-intensive energy through the Rio Grande LNG (RGLNG) project in Brownsville, Texas. This project encompasses a natural gas liquefaction and export terminal located on a 984-acre site along the Brownsville ship channel. The initial phase includes three liquefaction trains, two storage tanks, and one marine berth, with a projected full capacity of 27 million tonnes per annum (MTPA).

Job Summary:

The Tank Construction Supervisor is tasked with overseeing and managing operations within the tank discipline. This role involves supervising craft personnel, subordinate supervisors, and ensuring that construction activities adhere to specifications, schedules, and budgetary constraints.

Key Responsibilities:
  • Lead Environmental Safety & Health initiatives for the tank and storage department, including the development and enforcement of safety protocols, conducting safety meetings, and participating in safety investigations.
  • Conduct site inspections to identify unsafe conditions and implement corrective measures.
  • Coordinate safety training in collaboration with the Environmental Safety and Health Supervisor.
  • Promote a ZERO Accident Philosophy, ensuring compliance with Bechtel and local/national safety regulations.
  • Monitor craft activities to guarantee adherence to specifications and timelines.
  • Manage labor costs, schedules, and optimize resource allocation while maintaining the overall construction timeline.
  • Collaborate with Labor/Industrial Relations for recruitment and training initiatives.
  • Review craft time records utilizing established automated systems.
  • Approve subcontractor equipment and personnel mobilization and demobilization.
  • Implement corporate project policies and procedures within tank operations.
  • Ensure that current design documents are utilized for project execution and that all design modifications receive prior approval.
  • Provide input for quantity tracking applications and review weekly installed quantities with Project Controls.
  • Prepare requisitions for tools and consumables, coordinating with Procurement for material acquisition.
  • Assist in construction testing as necessary.
  • Plan required manpower and equipment for project execution.
  • Generate reports and forecasts, summarizing construction progress, labor forecasts, and expenditure projections.
  • Conduct employee evaluations and identify training and development opportunities for tank personnel.
  • Perform additional duties as assigned by Bechtel management.
  • Coordinate with other discipline superintendents and client representatives to achieve project objectives.
Education and Experience Requirements:
  • A minimum of 10 years of proven experience in supervising tank construction, demonstrating strong problem-solving abilities and leadership skills.
Required Knowledge, Skills, and Abilities:
  • In-depth knowledge of construction methodologies for full containment LNG tank construction, including expertise in carbon steel, aluminum, and 9% Ni plate erection and welding, roof construction, air raising, and hydrotesting.
  • Experience in a field construction environment with a solid understanding of specifications, vendor procedures, and relevant codes, including API-650, API-620, API-625, ASME Section VIII, AWWA, and FERC requirements.
  • Familiarity with welding processes such as SMAW, FCAW, SAW, and the operation of Automatic Girth Welders, Down Flat Tractors, and automated isolation machines.
  • Knowledge of large crawler cranes, tower cranes, SPMTs, and heavy lift operations.
  • Technical proficiency with tank construction equipment and tools.
  • Understanding of cryogenic insulation requirements, including foam block, deck blanket, and perlite.
  • Awareness of Lock Out Tag Out procedures.
  • Extensive experience in heavy industrial direct hire construction relevant to the role.
  • Proficient in word processing, spreadsheet, and database applications.
  • Able to work effectively with a diverse workforce and across language barriers.
  • Capable of mentoring and training less experienced team members.
  • Exceptional communication and problem-solving skills.
Additional Information:
  • This role requires extensive walking on construction sites, climbing ladders and scaffolding, working on elevated platforms, navigating uneven surfaces, and entering confined spaces.
  • Some lifting may be necessary.
  • Must be able to enter and exit the project site safely and utilize appropriate Personal Protection Equipment (PPE) for assigned tasks.
  • Willingness to work flexible hours, including night shifts or split shifts, as needed.
