POSITION SUMMARY
The OSBL Operations Supervisor is a pivotal leadership position responsible for ensuring safe and efficient operations, including start-up, shutdown, and daily functions at the Rio Grande LNG and NEXT Carbon Solutions facilities. This role involves overseeing storage and loading field operators, providing training and coaching, and conducting performance evaluations. The Supervisor will manage maintenance tasks utilizing the Permit to Work (PtW) system in the OSBL area, assist in emergency response planning, and collaborate with shift managers to enhance plant efficiency and availability.
This position requires direct engagement with stakeholders across various disciplines such as Maintenance, Engineering, HSSE, and Contracts & Procurement, as well as contractors and vendors, necessitating strong leadership and interpersonal skills.
KEY RESPONSIBILITIES
Health, Safety, Security, and Environment (HSSE)
- Comprehend and comply with RGLNG HSSE standards, Life Saving Rules, and Process Safety Fundamentals.
- Ensure adherence to operational manuals and procedures, utilizing approved checklists for safe equipment start-up and shutdown.
- Engage in safety meetings, inspections, and pre-job safety discussions.
- Oversee the OSBL area to ensure compliance with operational guidelines.
Plant Operations - General Responsibilities
- Collaborate effectively with other shift supervisors (ISBL and Control Room) to maintain seamless operations across the facility.
- Coordinate with the Marine team to ensure the safe and timely loading of LNG carriers.
- Align startup, shutdown, maintenance, and turnaround activities with the control room supervisor.
- Maintain accurate production logs and lessons learned documentation.
- Utilize the Computer Maintenance Management System (CMMS) to communicate operational needs to the Maintenance team.
- Report any faults or safety concerns to the Shift Manager and take immediate corrective actions to prevent incidents.
- Supervise safe plant shutdowns in accordance with established procedures.
- Oversee process chemical usage and management of plant utilities.
- Create comprehensive shift logs and ensure smooth transitions between shifts.
- Participate in safety walkdowns and contribute to continuous improvement initiatives.
- Coach and mentor frontline operational staff, addressing competency gaps and assisting in the execution of training plans.
- During commissioning and start-up phases, actively support project activities such as P&ID verification, system checks, and protocol reviews.
Plant Operations - OSBL Responsibilities
- Supervise all OSBL operations, including ground flare units, refrigerant storage, LNG storage and loading, condensate loading, and utilities management, identifying potential production threats and improvement opportunities.
- Monitor laboratory test results to ensure LNG product quality, reporting any abnormalities to the Shift Superintendent.
- Follow Emergency Response Team protocols during incidents and participate in emergency drills.
- Provide guidance to operators in troubleshooting abnormal situations and collaborate with teams to resolve process and maintenance issues.
- Supporting Activities
- Represent RGLNG professionally with contractors and other divisions.
- Mentor field operators and trainees, supporting their professional development.
- Assist in implementing training plans for shift personnel.
- Foster an inclusive environment that promotes knowledge sharing and operational coaching.
- Ensure compliance with start-up, operational, and maintenance procedures, recommending adjustments as necessary.
- Assist in preparing essential documents for maintenance activities.
- Work a rotating 12-hour shift schedule, including nights, weekends, and holidays.
- Be available for extended hours during critical phases, adhering to fatigue management protocols.
- Participate in a Commissioning Roster during facility commissioning phases.

Minimum Requirements
- High school diploma or GED equivalent.
- 10 years of experience in LNG storage and loading at a large-scale facility.
- 5 years of supervisory experience in a large LNG/storage and loading environment.
- Comprehensive knowledge of Ship/Shore interface with LNG carriers.
- Expertise in refrigerant unloading and storage.
- Familiarity with condensate loading processes.
- Ability to obtain Transportation Worker Identification Credentials (TWIC).
- Proficient in reading and interpreting P&IDs, PFDs, control narratives, and other critical documentation.
- Knowledge of permit to work systems.
- Strong understanding of firefighting and emergency response protocols.
- Effective reporting skills, with the ability to communicate shift activities promptly.
- Excellent time management and communication abilities.
- Adaptability to manage changes in work environments and deadlines.
- Familiarity with CMMS, DMS, and LIMS software platforms.
- Proficient in Microsoft Office Suite.
Preferred Requirements
Technical training in Process Operations or a bachelor's degree in Process or Chemical Engineering.
Work Environment & Physical Demands
- Operate in a complex construction environment.
- Work performed in both control room and field settings, sometimes under challenging weather conditions.
- Must wear necessary PPE to perform job functions.
- Able to climb ladders, work at heights, and in confined spaces.
- Must be capable of lifting equipment as needed.
- Willingness to be on call and work outside of normal hours as required.
- Able to navigate all areas of the facility during emergencies.
- Effective communication with others via radio, phone, and verbally.
