Job Summary

We are seeking a highly skilled Program Manager II to join our team at the North Carolina Department of Transportation (NCDOT). This is a critical role that will lead the implementation of a new quality management program, leveraging data to assess the quality of NCDOT processes, procedures, and deliverables. The successful candidate will develop and maintain strategies, metrics, goals, and guidelines for assessing quality, as well as procedures to review and discuss results of quality assessments.

The ideal candidate will have a strong background in state, local, and federal government structures as they relate to transportation, as well as knowledge of NCDOT and its products. They will also have demonstrated ability to identify complex problems and develop innovative solutions, and have experience interacting with people individually or in a group.

This is a permanent, full-time position with a competitive salary range of $66,016 - $128,731. The successful candidate will have access to a range of benefits, including employee health insurance options, standard and supplemental retirement plans, and paid vacation, sick, and community service leave.

Key Responsibilities:

  • Lead the implementation of a new quality management program
  • Develop and maintain strategies, metrics, goals, and guidelines for assessing quality
  • Conduct quality assessments and provide recommendations for improvement
  • Collaborate with other staff in the Value Management Office and the Office of Strategic Initiatives and Program Support (SIPS) to ensure all program initiatives achieve their goals and align with the primary goals of the Office

Requirements:

  • Bachelor's degree from an appropriately accredited institution and five (5) years of experience in the program area of assignment, including two years of supervisory program experience
  • Strong background in state, local, and federal government structures as they relate to transportation
  • Knowledge of NCDOT and its products
  • Demonstrated ability to identify complex problems and develop innovative solutions
  • Experience interacting with people individually or in a group
