We are currently in search of a Program & Management Analyst III to contribute to the Bureau for Resilience, Environment, and Food Security (REFS) under a recently awarded contract. Through REFS, USAID is dedicated to promoting inclusive agriculture-led growth, resilience, nutrition, and initiatives focused on water security, sanitation, and hygiene in priority countries worldwide.

Position Summary:

The Program & Management Analyst III will deliver programmatic, administrative, and operational assistance for the daily design, execution, monitoring, evaluation, and learning of REFS-related initiatives. This role will encompass all necessary functions to support leadership and teams within the Office, Bureau, or Operating Unit to ensure effective operations and the achievement of overarching objectives.

Key Responsibilities:

Budget Preparation and Planning:

  • Formulate and prepare a comprehensive budget for significant agency programs on both long-term and short-term bases.
  • Edit and prepare justification materials for funding requirements.
  • Conduct research and studies related to budget program issues and activities.
  • Assemble and extract relevant data and information.
  • Develop conclusions and recommendations for complex financial issues.

Budget Analysis:

  • Analyze historical data and compare it with current spending trends for major agency programs.
  • Review and assess budget-related issues requiring the application of new or modified criteria to resolve conflicts.
  • Resolve complex forecasting problems arising from uncertainties in operating programs.
  • Evaluate the methods used by officials in estimating funding requirements.
  • Prepare reports of analysis, providing recommendations for corrective actions.

Budget Reporting:

  • Monitor and verify integrated operating program data across various financial systems.
  • Evaluate the relationship between program changes and the financial status of the organization.
  • Adjust data in a variety of reports and automated financial systems.

Knowledge Management:

  • Generate and maintain documentation and spreadsheets utilizing Google Suite tools.
  • Adhere to Agency and Federal guidelines for file retention.

Communications and Outreach:

  • Support the development of communication materials such as PowerPoint presentations, fact sheets, and newsletters.
  • Research and prepare background information in collaboration with colleagues.

Research and Analysis:

  • Conduct desk research and data analysis as required.
  • Collaborate to develop research strategies and present findings.

Qualifications:

  • Typically, this position is considered a progression from Program & Management Analyst II.
  • Requires one year of successful experience at the Program & Management Analyst Level II or equivalent educational experience.
  • Strong communication skills are essential for effective interaction with government clients and stakeholders.
  • Demonstrated ability to manage programs of similar size or scope is required.
  • Proficiency in Google Suite and Microsoft Office products is necessary.
