Position Overview


This announcement is made under direct-hire authority in response to the urgent hiring needs related to the CHIPS Act of 2022.

Key Responsibilities


The role involves providing specialized knowledge in assessing funding proposals, conducting baseline evaluations for associations with questionable entities, and ensuring compliance with export control listings and concerning patterns.

Act as a point of contact with the CHIPS Research and Development and Incentives Offices, the NIST Research Security Team, and the NIST International Affairs and Academics Office.

The outcomes of this position will significantly influence NIST's international strategies, objectives, and the effective execution of the CHIPS and Science Act.

Primary Duties Include:

  • Conducting financial analysis and forecasting related to CHIPS Act funding and expenditures.
  • Creating a financial model to assess the economic implications of semiconductor investments.
  • Analyzing the financial feasibility of potential partnerships and collaborations within the semiconductor sector.
  • Ensuring adherence to financial regulations, federal funding protocols, and reporting obligations.
  • Collaborating with stakeholders, including government entities, industry partners, and research organizations to promote financial cooperation and information exchange.
Qualifications


Essential Requirements:
Education: Bachelor's degree and

Advanced Education:

Major in finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other relevant fields, including agriculture, agricultural economics, or rural sociology.

OR Experience: Specialized Experience (for positions above GS-5): Experience in financial analysis and evaluation requiring extensive knowledge of (1) corporate finance and any specialized finance fields such as public finance, securities, international finance, money and securities markets, investments, and banking, and (2) the financial and management frameworks, operations, and practices of corporate and other organizations.

In addition to the basic requirements, candidates must possess 1 year (52 weeks) of specialized experience equivalent to the GS-13 (ZA-III at NIST) level.


Specialized Experience is defined as:
Engaging in financial analysis within the semiconductor sector, including risk assessment and mitigation, financial reporting, and compliance.

Experience in applying knowledge of United States Government policies and programs concerning the protection of international science, protocols, and diplomacy.

Experience refers to both paid and unpaid work, including volunteer activities. All qualifying volunteer experience will be considered in your application. The qualification standards in this announcement are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook.
