Role Purpose:

The Senior Project Engineer is tasked with the development, execution, and oversight of capital improvement initiatives related to water facilities. This includes enhancements to water treatment systems, pump stations, storage tanks, pipelines, and wastewater treatment facilities. The role requires leading project management efforts for both water and wastewater system expansions and modifications, collaborating closely with internal teams to ensure successful project outcomes. The focus will be on PFAS treatment projects for potable water.

The selected candidate will work in conjunction with Engineering and Operations teams, coordinating program activities through a collaborative approach.

The individual will strive to meet Asset Owner expectations by delivering projects that align with the defined success criteria, including operational performance, budget adherence, scheduling, and regulatory compliance.

Key Responsibilities:
  • Oversee capital projects valued between $6-$8 million annually, encompassing conceptual design, pilot testing coordination, project planning, and internal funding approvals.
  • Manage the design and construction phases of large and small capital projects, ensuring compliance with engineering standards and procurement policies.
  • Incorporate corporate Technical and Environmental Health and Safety/Security standards into design specifications.
  • Monitor project expenditures to ensure alignment with budgetary constraints and prioritize projects based on funding availability and risk assessments.
  • Coordinate capital project planning with master planning recommendations to meet medium and long-term system requirements.
  • Assist in the preparation of analyses and reports for regulatory bodies and internal/external stakeholders as necessary.
  • Enhance project delivery efficiency by tracking delivery metrics and exploring alternative procurement and delivery methods.
  • Manage environmental and governmental permitting processes in collaboration with local teams.
  • Support construction management oversight to ensure timely project completion and adherence to budget and standards.
  • Contribute to master planning initiatives for existing systems and new acquisitions, preparing capital improvement plans and system valuations based on site assessments.
  • Participate in the development of engineering design and delivery standards and processes.
  • Provide technical expertise on engineering and operational challenges, supporting facility condition assessments for water and wastewater operations.
  • Collaborate effectively across corporate and local business units.
Qualifications:

Education/Experience:
  • Bachelor's Degree in Civil, Mechanical, or Environmental Engineering or a related field; equivalent experience may be considered.
  • A minimum of 10 years of experience in managing design or construction projects, with at least 5 years focused on water/wastewater projects, including upgrades for treatment plants, pumping stations, and distribution systems.
  • Proven experience in leading and managing diverse teams.
Knowledge/Skills/Abilities:
  • Exceptional project management capabilities (initiating, planning, executing, monitoring, controlling, and closing).
  • Comprehensive understanding of water and wastewater process applications.
  • Strong leadership skills, promoting participative management and teamwork.
  • Excellent communication, presentation, and reporting abilities.
  • Experience with alternative project delivery and contracting methods.
  • Proficient in relevant software tools (e.g., MS Project, Google Suite, Oracle PeopleSoft).
  • Financial analysis skills, including budget management and project risk assessment.
Certifications:
  • PMP and/or Construction Management certification is required.
  • Professional Engineer (PE) License is preferred.
Physical Requirements:

Successful candidates must be willing to travel to various business unit sites as required. Job sites are typically located within a reasonable distance from the local office, with occasional longer-distance travel.
