Position Overview

Military and Family Life Counselor - Focus on Adults, Children, and Educational Settings


The primary duty of this role is to deliver comprehensive Child and Youth Behavioral (CYB) counseling services to children of military personnel and their families, both on and off military installations.

Services may encompass non-medical counseling, educational workshops, health and wellness presentations, consultations with parents, educational institutions, and military command regarding behavioral health matters impacting children and youth.

CYB School counselors will be assigned to Department of Defense (DoDEA) schools and community educational facilities, requiring prior experience in a school environment for eligibility.

CYB School counselors may also be allocated to youth programs, summer camps, and other assignments as needed.

The counselors will collaborate closely with installation and military branch Points of Contact (POC) to ensure that the program is delivered effectively and meets the needs of both the installation and the educational institutions.

They provide non-medical, short-term, solution-focused counseling directly to children and youth of service members.

Services include assessment, brief counseling, consultation, action planning, resource referrals (ensuring appropriate linkage), and follow-up as necessary.

CYB counselors will also focus on supporting the staff and personnel of DoDEA and community schools, as well as providing training and guidance for parents.

They will conduct training sessions and health and wellness presentations, participate in health fairs, and engage in other base activities centered on children and youth.

Counselors are required to log their activities daily through a mobile or web application to ensure accurate reporting while maintaining confidentiality and anonymity of service members and their families.

They will establish a presence within the school environment, being accessible to children, youth, and staff.

When interacting with children, counselors must adhere to line of sight protocols, ensuring that another responsible adult can observe the counselor and child at all times.

They will build and maintain professional relationships with community resources focused on children and youth, providing appropriate linkages.
Collaboration with POC is essential to deliver CYB services that address the specific needs of the installation or facility. Counselors will develop effective and professional working relationships with the installation/facility POC.

They will manage duty to warn and restricted reporting situations in accordance with Department of Defense protocols and will consult with the Regional Supervisor/Regional Director on these cases.

Regular communication with the Regional Supervisor is expected, along with participation in individual and group supervision to share insights regarding trends and issues at the installations and facilities to which they are assigned.

In response to critical incidents and special requests, counselors will act as directed by the POC and approved by the Office of Secretary of Defense (OSD) program manager.

The CYB will have a flexible schedule to accommodate urgent requests as necessary.
Participation in regular training sessions, Quality Improvement committees, or other contract-related activities is also required.

A Master's degree from an accredited graduate program in a relevant field, including but not limited to mental health disciplines such as social work, psychology, marriage/family therapy, or counseling.

A valid, unrestricted counseling license from a State, District of Columbia, US Territory, or Commonwealth that authorizes independent counseling practice.

For positions within the 50 states, counselors must be licensed or certified in the state where services are provided.

A minimum of 2 years of post-master's supervised clinical experience is required.

Counselors must possess the ability to engage and communicate effectively with military members or children as assigned, responding promptly to emergent situations in various physical locations on military installations and/or within educational settings. This includes traversing short and long distances within the base, navigating rugged outdoor or uneven terrain, and working in diverse weather conditions.

Travel to locations outside of a military base in various physical environments may be necessary.

Due to the nature of work on military installations or related sites, counselors may need to comply with specific site requirements, such as obtaining certain immunizations or vaccinations and providing proof of compliance.

Counselors must demonstrate US Citizenship and fluency in English.
They should possess understanding, sensitivity, and empathy towards service members and their families, with the ability to foster trusting, supportive relationships. Counselors must be capable of working with individuals and families from diverse racial, ethnic, and socioeconomic backgrounds.

Successful completion of a National Agency Check and Inquiries (NACI) Clearance, Installation Records Check (IRC), Criminal Background Check, and FBI Fingerprints Check is mandatory.


Vehicle Operator's License Requirement:

Unless specifically waived by the FEDSIM COR, all contractor personnel providing counseling support at Government locations must hold a valid U.S. state vehicle operator's license.

As a condition of employment under this contract, contractor personnel may be required to pass all tests for and obtain a U.S. military vehicle operator's permit for commercial vehicles, if necessary.

This information reflects the anticipated base salary range for this position based on current national data. Minimums and maximums may vary based on location. Actual pay will be adjusted based on an individual's skills, experience, education, and other job-related factors permitted by law.

This position may be eligible for short-term incentives as well as a comprehensive benefits package.
