**Position Overview**
As a key member of the team at The Port Authority of NY & NJ, the **Construction Materials Specialist** will report directly to the Chief of Materials Engineering and work under the guidance of the Supervisor of Physical Testing. This role is essential for conducting comprehensive sampling, inspections, testing, and analyses of concrete and asphalt to support various contracts and initiatives. The position emphasizes fieldwork, complemented by laboratory responsibilities, ensuring quality assurance for materials used in ongoing projects.
**Key Responsibilities**
The selected candidate will undertake the following specific tasks:
- **Concrete Field Sampling, Inspection, and Testing**
- Collecting fresh concrete samples and executing tests on plastic concrete for parameters such as temperature, slump, air content, and unit weight, while also preparing specimens for compressive strength and permeability assessments.
- Conducting inspections on concrete reinforcement, placement, consolidation, and curing processes.
- **Asphalt Field Sampling, Inspection, and Testing** (training provided if necessary)
- Performing plant sampling and testing, including temperature assessments and creating Marshall specimens for air voids testing, as well as NCAT testing for asphalt content and aggregate gradations.
- Inspecting asphalt laydown in the field and preparing detailed sketches for coring locations to ensure compliance with in-place density requirements.
- **Documentation and Reporting**
- Generating accurate, organized, and comprehensive reports that detail daily inspection and testing outcomes.
- Maintaining a list of deficiencies for each project and issuing nonconformance reports (NCRs) as needed, while verifying corrective actions and closing NCRs upon acceptance of remedial work.
- **Communication and Collaboration**
- Engaging with both Port Authority Resident Engineer (RE) staff and contractor quality control personnel to address ongoing issues; ensuring timely communication of inspection and testing results to the relevant Materials Engineering Unit and RE staff; and troubleshooting field issues with guidance from supervisory personnel.
The ideal candidate will possess the following qualifications:
- A minimum of five years of experience in concrete and asphalt sampling, inspection, and testing.
- Completion of OSHA 30-hour Construction Safety Training.
- Certification as an ACI Concrete Field Testing Technician - Grade I.
- Certification as an ACI Concrete Construction Special Inspector.
- Proven problem-solving, negotiation, and conflict resolution skills, along with the ability to propose innovative solutions.
- Strong oral and written communication abilities.
- Self-motivated with demonstrated leadership capabilities and experience in ensuring the quality of concrete and asphalt work.
- A Bachelor's degree in construction management or civil engineering from an accredited institution.
- A valid driver's license.
- Ability to obtain security clearance for restricted work environments.
Preferred qualifications include:
- Certification by the New Jersey Society of Asphalt Technologists (NJSAT) as an HMA Construction Technologist, Asphalt Plant Technologist Level 1 and Level 2.
- Certification as an ICC Structural Masonry Special Inspector.
- A Master's degree in construction management or civil engineering from an accredited institution.
The selection process may vary, typically involving an initial phone interview for qualified candidates, followed by more in-depth interviews and/or assessments. Candidates who receive a conditional job offer will undergo a background check.
