Position Overview:
The Chief Executive Officer (CEO) is tasked with overseeing, coordinating, and managing all operational aspects, processes, and personnel of the Surgical Facility. The primary objective is to efficiently deliver surgical services that surpass client expectations while enhancing both clinical and financial performance.

Reporting Structure:

The CEO reports directly to the Regional Vice President of Operations or the Regional Director of Operations, as well as the facility's Governing Board. This role encompasses all facility employees and contracted personnel. The responsibilities outlined herein are intended to capture the core duties of the position, though additional tasks may be assigned as necessary.

Reasonable accommodations will be made to facilitate the essential functions of the role. The CEO will oversee the daily operations of the facility.

The CEO will serve as a liaison between the Governing Board, Medical Staff, and all departments within the facility, alongside any appointed committees.

Regular updates regarding the facility's activities will be communicated to the Governing Board. In the absence of the CEO, a designated individual will be appointed to assume responsibility for the facility. The CEO will strategize the services offered by the facility and manage its operations. This includes overall management of the Partnership as stipulated in the Operating or Limited Partnership Agreement. The CEO will lead discussions and presentations during Monthly Operations Review calls with the Home Office Business Operations team.

The CEO will ensure that the operational processes of the facility are founded on USPIs EDGETM and effectively integrated within the facility's Quality Performance Improvement (QPI) program.

Compliance with USPIs policies and procedures regarding internal controls is essential. The CEO will develop, monitor, and manage staffing requirements, operational budgets, and capital expenditures.

The CEO will also oversee the purchasing strategy to remain within budgetary constraints while adhering to group purchasing initiatives.

Compliance with governmental regulations and accreditation standards is mandatory. The CEO will negotiate and manage all external contracts, including those with physicians, ancillary services, maintenance, and purchasing agreements. Pricing for procedures will be established based on cost analysis and local market conditions.

The CEO will cultivate positive working relationships across all departments and act as a liaison between the Home Office and facility staff.

The CEO will develop and ensure adherence to departmental policy and procedure manuals for staff use. Close monitoring of financial performance variations will be conducted to prevent cash flow issues.

Personnel Management:
Monthly staff meetings will be held to outline the facility's goals and priorities. The CEO will manage both exempt and non-exempt employees in alignment with facility policies, employing sound principles of practice and fairness.

Employee performance evaluations will be reviewed as conducted by respective managers, ensuring timely reviews occur at least annually.

The CEO will review and authorize disciplinary actions or terminations. Management performance evaluations will also be conducted as designated. The CEO will approve the addition or removal of positions and authorize applicants for new or vacant roles.

Employee productivity analysis will be developed using USPIs Staff Tracker, ensuring staff efficiency aligns with changes in surgical case volume.

A comprehensive orientation, training, and ongoing evaluation program for all employees will be implemented. Management of employee files and records will be maintained. Opportunities for professional development will be provided to staff, promoting positive customer relations.

Clinical Operations:

The CEO will ensure that surgical programs and clinical services comply with regulatory and accreditation standards.

Collaboration with the Medical Director and Medical Executive Committee will occur to evaluate and develop existing and new surgical services.

Management of clinical departments, including nursing, central supply, medical records, and housekeeping, will be overseen, along with supervision of contracted services such as laboratory, radiology, pharmaceuticals, laundry, and biomedical engineering.

The CEO will monitor the functionality of surgical and patient care equipment through contracted services and ensure timely repairs.

Marketing and Strategic Planning:

A sales and marketing strategy will be developed and implemented, leading the facility's sales team in accordance with USPIs Sales Plan and the facility's business objectives.

The CEO will identify and develop new services suitable for ambulatory surgery centers while fostering positive public relations.

Quality Assurance:
The CEO will develop, assess, and promote the implementation of a continuous quality improvement program. Administration of the infection control program and medical staff review of the quality improvement initiatives will be conducted. Quality care issues will be identified and addressed. Statistical indicators will be developed to evaluate overall operations and quality of care.

Medical Staff Relations:
The CEO will manage the credentialing process for facility practitioners.

Collaboration with the Medical Director will occur to review and revise Medical Staff Bylaws and Rules and Regulations biannually.

The CEO will serve as a liaison in addressing issues with the medical staff and promote positive relationships between employees and practitioners.

A system will be developed to identify the needs of physicians and their patients to determine the appropriate mix of services and efficiencies.


Facility Management:

The CEO will ensure that the facility is maintained in a clean, professional, and safe manner, instilling confidence in patients, their families, and physician customers.

Approval of plant improvements and repairs will be managed. The CEO will promote a physical environment that is both safe and aesthetically pleasing.

Proper record-keeping will be maintained, with incidents reported concerning emergency generators, utilities, security, environment, and emergency preparedness drills.


Administrative Duties:
Attendance at corporate administrative meetings representing the facility is required. The CEO will act in accordance with the facility's vision, mission, and business philosophy. Membership in relevant professional associations for ambulatory surgery facilities and healthcare administration will be maintained.

Staying informed about changes in the healthcare landscape, including reimbursement, legislative matters, and business law, is essential to act in the corporation's best interest.


Professional Development:
The CEO will identify areas requiring further education, consultation, or practical experience. Attendance at mandatory in-services and meetings is expected. Adherence to the facility's professional conduct and dress code policy is required. Patient, physician, and employee privacy and confidentiality will be maintained per policy. Effective and courteous communication with visitors, physicians, patients, and employees is essential.

Qualifications: A Bachelor's degree or equivalent experience is required. The applicant must possess experience in a Hospital setting, particularly within the Surgical Division. A minimum of three years in a top administrative or management role in healthcare is necessary. Proficiency in the English language, both written and verbal, is essential. The ability to collaborate effectively with physicians, employees, patients, and others is crucial. Additional qualifications may be determined by the Governing Board as deemed appropriate.
