Job Summary:

Serco North America is seeking a highly skilled Structural Engineering Site Inspector to support the Federal Emergency Management Agency (FEMA) Public Assistance (PA) recovery initiatives in the Midwest. As a key member of our team, you will play a critical role in providing technical expertise and support to state, tribal, territorial, and local governments, as well as private non-profits.

Key Responsibilities:

  • Review and analyze professional architectural/engineering reports and designs or as-built plans to ensure compliance with relevant codes and standards.
  • Develop scopes of work, including related code and standard requirements, to support FEMA's mission.
  • Validate applicant-provided scopes of work to ensure accuracy and completeness.
  • Develop and review cost estimates to ensure transparency and accountability.
  • Advise FEMA staff on the technical validity of claims presented under FEMA's arbitration process.
  • Testify as an expert witness on FEMA's behalf in arbitration hearings, as needed.

Requirements:

  • A Bachelor's degree with 5 years of experience in a related field and professional registration (PE); OR a Bachelor's degree and 10 years of related experience.
  • 1-2 years of experience in site inspections of large commercial construction infrastructures.
  • 1-2 years of experience in site inspections in any of the following eligible types of work: restoration of roads, bridges, water control facilities, buildings, equipment, utilities, debris removal, schools, churches, parks, and recreation centers.
  • Clearance: Must have the ability to obtain and maintain FEMA Public Trust.
  • Must be a United States Citizen.
  • Must maintain FEMA-specific trainings.
  • Strong Microsoft Office skills are required.
  • Ability to deploy to any location in Zone 2 with a 24-48 hour notice after Task Order Award.
  • Ability to work independently, in a team environment, and under stressful conditions with tight deadlines.

Desired Qualifications:

  • 2 years minimum of prior FEMA Public Assistance (PA) experience.
  • Experience managing site inspectors.
  • Knowledge of the FEMA Public Assistance Program/Policy.
  • Trained in the new Public Assistance delivery model is preferred.
  • Active FEMA badge.
